To amend regulations on textbook selection in Vietnam is notable point specified in Resolution 686/NQ-UBTVQH15 on thematic supervision of implementation ofResolution 88/2014/QH13 and 51/2017/QH14< /a> on innovating general education programs and textbooks issued by the National Assembly Standing Committee on September 18, 2023.

To amend regulations on textbook selection in Vietnam

In particular, some tasks on improving institutions and policies related to textbooks in Vietnam are as follows:

- Amend and supplement regulations on experimentation and approval of textbooks. Issue documents guiding the printing and distribution of local educational materials.

- Amend regulations on textbook selection (Circular 25/2020/TT-BGDDT) to promote the roles and responsibilities of teachers and educational institutions in textbook selection.

In the long term, it should be organized in such a way that students can use any permitted textbooks in each class period.

Regulations on the supply and distribution of textbooks are mainly directed to publishing books at bookstores.

- Urgently issue guiding documents on textbook pricing methods, maximum textbook pricing, ensuring strict control of production costs, reducing intermediate costs, and reducing the discount rate to a reasonable level, consistent with the nature and method of issuance, to reduce textbook prices.

In addition, amend and supplement regulations on job position framework and minimum number of employees (Circular 16/2017/TT-BGDDT) and roadmap for application at general education institutions in accordance with the practical and specific situation in each region, region, and locality.

Amending and supplementing regulations on salary, allowances, and incentives; training and fostering teachers in accordance with the policy and salary reform roadmap of the Party and State.

Amending and supplementing regulations on resource allocation, management, and state budget allocation mechanisms for general education institutions in the direction of shifting from support to public general education institutions to direct support for the poor and policy beneficiaries; from support based on the average allocation mechanism to the mechanism of the State ordering and assigning tasks to provide services based on output quality or bidding to provide services.
