List of working positions under the Ministry of Agriculture and Rural Development subject to periodic transfer in Vietnam (Internet image) 

On October 30, 2023, the Ministry of Agriculture and Rural Development issued Decision 4515/QD-BNN-TCCB on the list and period of time for changing work positions for civil servants and public employees who do not hold leadership or management positions in agencies and units under the Ministry of Agriculture and Rural Development.

1. The list of working positions under the Ministry of Agriculture and Rural Development subject to periodic transfer in Vietnam

(1) Budget and asset management; finance

- Budget allocation;

- Accountant;

- Public procurement;

- Appraise, check, and finalize funding according to the provisions of the State Budget Law.

(2) Staff organization

- Evaluate personnel to submit to competent authorities for appointment, transfer, rotation, training and fostering of civil servants and public employees;

- Organizing recruitment of civil servants and public employees; Civil servant promotion exam; Examination for promotion of a civil servant's professional title;

- Evaluate documents to submit to competent authorities for approval on organizational structure and staffing;

- Appraisal of new establishment projects; reorganization of agencies, organizations, units, state-owned enterprises, non-governmental organizations, and professional associations;

- Evaluate documents to submit to competent authorities to decide on forms of emulation, reward, and discipline;

- Allocation of targets and budget for training and retraining;

- Manage and implement salary regimes for officials, civil servants, public employees, and workers.

(3) Industry and trade

- Issuing licenses related to import and export and commercial services;

- Licensing related to ensuring safety standards in production and business.

(4) Construction

- Appraisal of construction projects;

- Manage and monitor the quality of construction projects;

- Construction planning management;

- Appraisal, planning, control, supervision, coordination, compensation, and site clearance.

(5) Traffic

- Registration of all types of vehicles;

- Testing and licensing for vehicle drivers.

(6) Health

- Appraisal and valuation of modern drugs.

(7) Agriculture and Rural Development

- Management of animals listed as rare and precious;

- Animal quarantine;

- Rangers;

- Control of veterinary drugs, plant protection drugs, animal diseases, livestock and poultry;

- Monitor, manage and protect aquatic resources, manage quality, safety, hygiene, veterinary medicine and aquaculture.

(8) Investment and diplomacy

- Project evaluation;

- Bidding and tender management;

- Prepare, allocate and manage capital plans;

- ODA management.

(9) Science and Technology

- Cooperation and exchange of science and technology with foreign elements;

- Appraisal of dossiers for issuance, adjustment, revocation, and extension of licenses, certificates, and registrations in state management of science and technology;

- Allocation and appraisal of scientific and technological tasks in the field of Science and Technology.

(10) Education and training

- Enrollment and training in public schools;

- Allocate training enrollment targets for schools;

- Evaluate and approve training and retraining programs of schools;

- Evaluate textbooks, teaching aids, and other technical supplies for teaching and research;

- Manage projects and schemes in the field of Education and Training;

- Allocate and evaluate scientific research topics in the field of Education and Training.

(11) Inspection, prevention, and combat of corruption

- Carrying out inspection work, receiving citizens, resolving complaints and denunciations, preventing and combating corruption and negativity in agencies and units;

- Civil servants are assigned to perform specialized inspection tasks.

2. Periodic deadline for changing working positions under the Ministry of Agriculture and Rural Development in Vietnam

- The periodic time limit for changing work positions for civil servants and public employees who directly contact and handle the work specified in Section 1 is from 02 to 05 years.

- The time to calculate the time limit for changing work positions is the time of being assigned to work in that work position by the competent authority according to the provisions of law.
