On March 20, 2024, the Inspectorate of the Government of Vietnam issued Circular 02/2024/TT-TTCP which regulates the awarding of the Commemorative Medal “For the Inspectorate Cause”.

Individuals Given Priority for Considering the Commemorative Medal for the Inspectorate Cause from May 15, 2024

Individuals who have served or are currently serving in inspectorate agencies, and individuals assigned to perform specialized inspection tasks will be prioritized for consideration for the Commemorative Medal as follows:

- Individuals awarded the title “Hero of the Armed Forces”, “Hero of Labor”, Golden Star Order, Ho Chi Minh Order, or Independence Order of all classes, will be considered for the medal upon issuance of the commendation decision.

- Individuals awarded the “Ho Chi Minh Prize”, “State Prize”, National Emulation Fighter title, or other Orders (excluding the aforementioned Orders) will be considered for the medal 2 years earlier than usual.

- Individuals awarded a Prime Minister’s commendation or the title Ministry, Sector, or Provincial Emulation Fighter will be considered 1 year earlier.

- Individuals awarded a commendation from the Chief Inspector of the Government of Vietnam or the title "Grassroots Emulation Fighter" will be considered 6 months earlier.

- Individuals lacking up to 12 months of inspection duty or related oversight to meet the retirement eligibility, will be prioritized for the medal before retirement.

- Titles and forms of commendations considered for prioritizing the medal awarding must have been awarded and recognized during the individual's tenure in the inspectorate; individuals awarded multiple titles or commendations will be considered based on the highest-title or form of commendation.

Application, Timeframe for Proposing the Awarding of the Commemorative Medal for the Inspectorate Cause

The application for consideration includes:

- A proposal for considering the awarding of the Commemorative Medal;

- A list of candidates proposed for the medal, following Forms 01, 02, and 03 attached to Circular 02/2024/TT-TTCP;

- A detailed report of achievements and service history according to Form 04 attached, applicable for individuals defined in clause 1, Article 4 of Circular 02/2024/TT-TTCP;

- Copies of commendation decisions for priority cases.

The application for the Commemorative Medal should be prepared in 2 sets: 1 set retained by the proposing agency, organization or unit, 1 set sent to the Emulation – Commendation Council of the Inspectorate sector (via the Personnel Department of the Inspectorate the Government of Vietnam) before September 10 annually.

Process for Considering the Awarding of the Commemorative Medal for the Inspectorate Cause

- The Personnel Department of the Inspectorate of the Government of Vietnam is responsible for compiling application dossiers, and submitting them to the Emulation – Commendation Council of the Inspectorate sector by October 10 annually.

- The Emulation – Commendation Council of the Inspectorate sector is responsible for compiling, reviewing, evaluating the dossiers, and submitting them to the Chief Inspector of the Government of Vietnam for consideration and decision to award the Commemorative Medal to qualified individuals as specified in Circular 02/2024/TT-TTCP by November 10 annually.

- For other cases, the Standing Committee of the Emulation – Commendation Council of the Inspectorate sector is responsible for receiving dossiers and submitting them to the Chief Inspector of the Government of Vietnam for consideration and decision.

More details can be found in Circular 02/2024/TT-TTCP which will take effect from May 15, 2024, and will replace Circular 01/2017/TT-TTCP.
