Increasing the Level of Living Expense Support for Laotian and Cambodian Students

Circular 24/2018/TT-BTC has been issued by the Ministry of Finance to provide guidelines for managing training expenses for Lao and Cambodian international students (under the Agreement) studying in Vietnam. This document replaces Circular 140/2014/TT-BTC.

The support levels for living expenses for Lao and Cambodian international students have been adjusted under Circular 24 as follows:

- Long-term training for high school students: 3,080,000 VND/person/month.- Long-term training for undergraduate students: 3,630,000 VND/person/month.- Long-term training for graduate students: 4,110,000 VND/person/month.- Short-term training and courses: 4,820,000 VND/person/month.- Vietnamese language courses for high school and undergraduate entrance exams: 2,460,000 VND/person/month.- Vietnamese language courses for graduate entrance exams: 2,900,000 VND/person/month.

According to Circular 24, the disbursement should follow these principles:

- For training institutions that do not organize centralized dining, the entire living allowance will be granted directly to the international students.- For training institutions that organize centralized dining according to regulations, the meal portion for Lao and Cambodian students according to the institution's standards should not exceed 45% of the specified expenditure limit; the remaining amount will be disbursed directly to the students.
