Hanoi-Vietnam: 09 cases of childbirth eligible for benefits due to compliance with population policies

This is the noteworthy content prescribed in Circular 45/2018/TT-BYT on amendments to Joint Circular 07/2016/TTLT-BYT-BTC-BLDTBXH detailing Decree 39/2015/ND-CP on childbirth benefits received by women being ethnic minorities in poor households upon her childbirth under population policies.

Women being ethnic minorities in poor households in Vietnam are entitled to childbirth benefits in the following 09 cases:

No. Cases of childbirth eligible for support due to compliance with population policies
1. Giving birth to one or two children.
2. Giving birth to a third child, if both spouses or one of them belongs to an ethnic group with a population of less than 10,000 people or an ethnic group at risk of population decline.
3. Giving triplets or more in the first childbirth
4. Already having one biological child but giving birth to twins or more in the second childbirth.
5. Giving birth for the third time or more, if at the time of childbirth, there is only one living biological child, including a child who has been given up for adoption.
6. Giving birth to a third child, if they already have two biological children, but one or both of the children have non-hereditary birth defects or life-threatening diseases, certified by the Provincial or Central Medical Examination Council.
7. Giving birth to one or two children, if one of the spouses has a biological child from a previous relationship.
8. Giving birth to one or more children in the same birth when both spouses have had children from previous relationships and these children are still alive; this does not apply if the couple has already had two or more children together who are still alive.
9. Being unmarried women who are ethnic minorities in poor households, residing in administrative units in difficult areas, except for those participating in mandatory social insurance, giving birth to one or more children in the same birth.
