Recently, the General Department of Taxation has announced the suspension of Tax sector application systems in Vietnam.

On August 1, 2024, the General Department of Taxation of Vietnam issued Notification 788/TB-TCT about the Plan to suspend the Tax sector application systems to assess the readiness of the backup system.

To assess the readiness of the backup system, the General Department of Taxation of Vietnam announces the suspension of the Tax sector application systems according to the specific plan as follows:

(1) Transition of the electronic Tax system's operation from the production environment to the backup environment at the main data center:

- Implementation time:

+ Suspend the electronic Tax system to transition to the backup environment: From 12:00 on August 3, 2024 (Saturday) to 08:00 on August 4, 2024 (Sunday).

+ Operate the electronic Tax system on the backup environment: From 08:00 on August 4, 2024 (Sunday) to 18:00 on August 6, 2024 (Tuesday).

+ Suspend the electronic Tax system to transition back to the production environment: From 18:00 on August 6, 2024 (Tuesday) to 08:00 on August 7, 2024 (Wednesday).

+ Operate the electronic Tax system on the production environment: From 08:00 on August 7, 2024 (Wednesday).

- Scope of impact during the system suspension period:

+ Taxpayers (NNT) suspend the use of the following applications and services:

++ Electronic Tax services for businesses (eTax), Electronic Tax services for individuals (iCanhan), Electronic Tax services on mobile devices (eTax Mobile), E-commerce Information Portal, Information Portal for foreign suppliers.

++ Electronic Tax services on the National Public Service Portal, the Ministry of Finance Public Service Portal, and the provincial Public Service Portal (51 centrally-controlled provinces/cities).

+ External units and organizations (People’s Committees of 51 centrally-controlled provinces/cities, T-VAN service providers, commercial banks) suspend services for transmitting, receiving, and exchanging information with the General Department of Taxation.

(2) Transition of the operation of application systems from the main data center to the backup data center to assess the readiness of the backup system:

- Implementation time:

+ Suspend the application systems to transition to the backup data center and perform testing: From 19:00 on August 9, 2024 (Friday) to 10:00 on August 11, 2024 (Sunday).

+ Application systems operate normally at the main data center: From 10:00 on August 11, 2024 (Sunday).

- Scope of impact during the system suspension period:

+ Taxpayers (NNT) suspend the use of the following applications and services:

++ The electronic Tax system including applications: Electronic Tax services for businesses (eTax), Electronic Tax services for individuals (iCanhan), Electronic Tax services on mobile devices (eTax Mobile), E-commerce Information Portal, Information Portal for foreign suppliers.

++ Electronic Tax services on the National Public Service Portal, the Ministry of Finance Public Service Portal, and the provincial Public Service Portal (51 centrally-controlled provinces/cities).

++ Tax sector information website (Website).

+ External units and organizations suspend the service for transmitting, receiving, and exchanging information with the General Department of Taxation, including: the Ministry of Finance (Department of Informatics and Financial Statistics, General Department of Customs, State Treasury, State Securities Commission), People’s Committees of 51 centrally-controlled provinces/cities, the Government Office (Department of Administrative Procedure Control), Ministry of Public Security (Traffic Police Department), Ministry of Natural Resources and Environment (Land Registration and Data Information Department), Ministry of Planning and Investment (General Statistics Office, Business Registration Management Department), Vietnam Social Security, commercial banks, T-VAN service providers, and authorized collectors VNPOST.

During the process of assessing the readiness of the backup system as mentioned in sections 1 and 2 above, the electronic Invoice system will still operate normally.

(3) To ensure successful assessment of the backup system's readiness, the General Department of Taxation requests the cooperation of units with the following:

- Commercial banks, T-VAN service providers:

+ Provide a coordination contact point via email nhomhttdt@gdt.gov.vn by August 2, 2024.

+ Perform reconciliation and check the service for transmitting, receiving, and exchanging information with the General Department of Taxation before and after the transition (the test script will be sent to the units via email).

- Other units: Perform checks on the service for transmitting, receiving, and exchanging information with the General Department of Taxation after the system of the General Department of Taxation resumes operation at the main data center.
