On August 01, 2024, the Ministry of Health of Vietnam issued Official Dispatch 4410/BYT-KCB regarding the continued synchronization of data about digitally signed birth certificates and death certificates in accordance with Decree 63/2024/ND-CP.

On June 10, 2024, the Government of Vietnam issued Decree 63/2024/ND-CP regulating the electronic integration of two administrative procedures groups: Birth registration, permanent residence registration, issuance of health insurance cards for children under 6 years old; death registration, permanent residence deregistration, funeral expenses, and death benefits. In particular:

- Clause 2, Article 21 specifies the responsibilities of the Health sector “To build a database of the health sector, ensuring the issuance, connection, and sharing of electronic birth and death certificate data with the Interconnected Public Service Software” to perform related administrative procedures online.

- Clause 2, Article 5 stipulates “The digitally signed electronic data of the Birth Certificate is interconnected from medical examination and treatment facilities with the Interconnected Public Service Software” as a component in the file for electronically integrated administrative procedures for birth registration, permanent residence registration, issuance of health insurance cards for children under 6 years old who have a Birth Certificate issued by medical examination and treatment facilities.

- Clauses 1, Article 10 and 1, Article 11 stipulate “The digitally signed electronic data of the Death Certificate is automatically shared from medical examination and treatment facilities with the Interconnected Public Service Software” as a component in the file for electronically integrated administrative procedures for death registration, permanent residence deregistration, funeral expenses, and death benefits for the deceased with a Death Certificate issued by medical examination and treatment facilities.

- Article 25 specifies the responsibilities of medical examination and treatment facilities:

“1. The heads of medical examination and treatment facilities are responsible for integrating digitally signed Birth Certificate and Death Certificate data to connect and share with the Interconnected Public Service Software no later than 04 working hours after issuing the paper Birth Certificate or Death Certificate.

2. Ensure the technical infrastructure serves the connection, updating, and sharing of data with the Interconnected Public Service Software.

3. Accept medical examination and treatment with personal identification numbers, personal identification cards, citizen identification cards, or health insurance cards, either in paper or electronic form.”

The implementation of integrating digitally signed Birth Certificate and Death Certificate data issued by medical examination and treatment facilities to perform Scheme 06 has been directed by the Ministry of Health to all medical examination and treatment facilities as a routine practice since March 7, 2023. To implement Decree 63/2024/ND-CP, the Ministry of Health requests units to instruct, urge, and inspect medical examination and treatment facilities that are currently issuing Birth Certificates and Death Certificates to perform the following tasks:

- Study and implement Article 25 of Decree 63/2024/ND-CP, continue integrating digitally signed Birth Certificate and Death Certificate data and include an integration code on the Birth Certificate and Death Certificate no later than 04 working hours after issuing the paper version to the Health Insurance Assessment Portal as per the Ministry of Health's instructions in directive documents on integrating Birth Certificate and Death Certificate data for Scheme 06 (attached with this official dispatch in Appendix 01).

- Inspect, urge to ensure that all medical examination and treatment facilities, after issuing Birth Certificates and Death Certificates, must sign the data digitally and integrate it into the Health Insurance Assessment Portal to share with the Interconnected Public Service Software, serving the public in implementing the two online public service groups related to birth and death registration.

- Report to the governing body every six months (starting from July 01, 2024) on the implementation of Decree 63/2024/ND-CP (according to the form in Appendix 02).
