On June 19, 2024, Prime Minister of Vietnam issued Decision 539/QD-TTg on the Plan to implement the emulation movement “Joining hands to eliminate temporary houses, dilapidated houses nationwide in 2025”.

To widely deploy the emulation movement and achieve comprehensive results, the Prime Minister of Vietnam issued a Plan with the following contents:

Promote the tradition of mutual support, "the good leaves protect the worn-out leaves", kindness, meaningfulness, and empathy of our nation, to implement the social security policies of the Communist Party and the State, striving to complete the task of eliminating temporary houses and dilapidated houses nationwide in 2025. Ministries, central authorities, local authorities, organizations, enterprises, households, and each citizen focus on:

(1) Competing to mobilize and call for resources from the state, society, enterprises, and the entire population to successfully achieve the goal of eliminating temporary houses and dilapidated houses nationwide in 2025, sharing responsibility among the state, society, and people. In which, state resources play a leading role, societal resources are important under the principle of State assistance, community support, and households self-organizing the construction of houses; combining internal and external resources through promoting international cooperation.

(2) Competing to build suitable, effective mechanisms and policies, contributing to successfully implementing the national target programs on sustainable poverty reduction for the period 2021-2025 and the national target program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2030, phase I from 2021 to 2025.

(3) Competing to build works to eliminate temporary houses and dilapidated houses that ensure safety, quality, resistance to natural disasters and climate change impacts, suitable to conditions, features, cultural identity, customs, and traditions of ethnicities and regions and for the right beneficiaries, contributing to improving the quality of life and sustainable poverty reduction.

(4) Competing to use resources effectively, ensuring fairness, democracy, publicity, transparency, conformity, combating corruption, negativity, and waste with the principle of supporting each household, appropriate to practical conditions and linked to the planning and socio-economic development plans of each locality.

(5) Competing to do well in propaganda and mobilization work, creating consensus in society so that all classes of people support and share responsibility with the State in joining hands to eliminate temporary houses and dilapidated houses nationwide in 2025.

The Prime Minister of Vietnam also specified the requirements of the Plan as follows:

- Deploy and respond to the emulation movement with practical content, rich and extensive forms, synchronously, and throughout from the Central to the grassroots levels to contribute to mobilizing all resources to eliminate temporary houses and dilapidated houses nationwide.

- Ensure publicity, democracy, transparency, promote the people's ownership, and active and proactive participation of the community and people in implementing the program to eliminate temporary houses and dilapidated houses.

- Regularly inspect and supervise the implementation of the Emulation Movement to promptly detect, commend, reward, and replicate the outstanding examples, collectives, households, and individuals in the Emulation Movement, and have solutions to overcome difficulties and obstacles during implementation.
