On August 16, 2024, the Prime Minister of Vietnam issued Official Dispatch 626/TTg-V.I regarding the implementation and organization of Regulation 131-QD/TW of 2023.

To be specific: In order to effectively deploy the contents of Regulation 131-QD/TW of 2023, the Prime Minister of the Government of Vietnam, Secretary of the Party Committee of the Government of Vietnam requests the Government Inspectorate of Vietnam, ministries, ministerial-level agencies, agencies under the Government of Vietnam, People's Committees of provinces and centrally-administered cities, inspection agencies, inspection organizations, and units to implement the following specific contents:

(1) Fully and strictly, promptly, and effectively implement Regulation 131-QD/TW, the directives, regulations of the Communist Party, and State laws, especially the Anti-Corruption Law, Inspection Law and superiors' directives on power control, anti-corruption, negativity in inspection, supervision, party discipline enforcement, and inspection and audit activities; promptly advise and complete relevant policies and laws to ensure power control, anti-corruption, and negativity in inspection and audit activities.

(2) Raise awareness and responsibility of the heads of agencies, organizations, and authorized individuals in inspection, supervision, party discipline enforcement, and inspection and audit activities; direct and promptly organize effective implementation of tasks concerning power control, anti-corruption, negativity in public service activities;

Implement the rotation of officials and individuals holding positions of power as prescribed; protect and reward organizations and individuals who detect, report, and denounce violations; enhance inspection, supervision, promptly detect, prevent, correct; handle violations or propose handling according to the regulations of the Communist Party and State laws.

(3) The Government Inspectorate of Vietnam shall take the lead, cooperate with related agencies to review, issue, amend, supplement, or propose competent authorities to issue, amend, supplement regulations, procedures for inspection activities, citizen reception, complaint and denunciation resolution, anti-corruption, negativity, and other related regulations according to functions and authority to ensure power control, anti-corruption, negativity in inspection activities to achieve effectiveness and efficiency.

(4) The Ministry of Finance shall take the lead, cooperate with related agencies to review, issue, amend, supplement, or propose competent authorities to issue, amend, supplement regulations on independent audit activities and other related regulations to ensure power control, anti-corruption, negativity in audit activities.

(5) The Ministry of Internal Affairs shall take the lead, cooperate with related agencies to study, propose competent authorities to continue reviewing, completing the institution, regulations on public service ethics, professional ethics, code of conduct of officials and public employees;

Continue to reform the public service policies for officials and public employees to enhance the quality of the officials and public employees team performing tasks in inspection, supervision, and audit to prevent, detect, and strictly handle corrupt, negative acts or cover-up acts aiding corruption, negativity; promptly commend and reward officials and public employees who detect, report, denounce violations.

(6) The Ministry of Information and Communications shall take the lead, cooperate with related agencies to boost and enhance the effectiveness of information, propaganda on power control, anti-corruption, negativity in inspection, supervision, party discipline enforcement, and inspection and audit activities; leverage the role of press and media in fighting corruption and negativity.

(7) Ministries, central authorities, and local authorities, inspection agencies, and inspection organizations and units shall fully and strictly implement the tasks mentioned above, ensuring progress and quality; periodically (First Quarter, biannual, nine-month, annual) report implementation results according to regulations on inspection work reporting policies, complaint and denunciation resolution, anti-corruption, negativity and upon request. The Government Inspectorate of Vietnam shall summarize the situation and implementation results, report to the Prime Minister of the Government of Vietnam.
