According to Article 11 of Decree 137/2020/ND-CP (amended by Decree 56/2023/ND-CP), the regulations on certain occasions allowing the organization of fireworks displays are as follows:
Situations Permitting Fireworks Displays
1. Lunar New Year (Tet)
a) Centrally governed cities and Thua Thien Hue Province are allowed to have both high and low-altitude fireworks displays, lasting no more than 15 minutes; other provinces are allowed to have low-altitude displays lasting no more than 15 minutes;
b) The display is held at the moment of Lunar New Year's Eve.
2. Hung Kings' Commemoration Day
a) Phu Tho Province is allowed a low-altitude fireworks display lasting no more than 15 minutes, at the Hung Kings' Temple area;
b) The display is held at 9 PM on March 9 of the lunar calendar.
3. National Day
a) Centrally governed cities and Thua Thien Hue Province are allowed to have both high and low-altitude fireworks displays, lasting no more than 15 minutes; other provinces are allowed to have low-altitude displays lasting no more than 15 minutes;
b) The display is held at 9 PM on September 2.
4. Dien Bien Phu Victory Day
a) Dien Bien Province is allowed a low-altitude fireworks display lasting no more than 15 minutes, at Dien Bien Phu City;
b) The display is held at 9 PM on May 7.
5. Victory Day (April 30 of the Gregorian calendar)
a) The capital city Hanoi and Ho Chi Minh City are allowed to have both high and low-altitude fireworks displays, lasting no more than 15 minutes;
b) The display is held at 9 PM on April 30.
6. Anniversaries of liberation or establishment of centrally governed cities or provinces
a) Centrally governed cities and Thua Thien Hue Province are allowed to have both high and low-altitude fireworks displays, lasting no more than 15 minutes; other provinces are allowed to have low-altitude displays lasting no more than 15 minutes;
b) The display is held at 9 PM on the day of liberation or establishment of centrally governed cities or provinces.
7. National, international cultural, tourism, sporting events.
8. Other cases as decided by the Ministry of Culture, Sports, and Tourism after written agreement with the Ministry of Public Security and the Ministry of Defence.
Thus, based on the above regulation, the 5 centrally governed cities and Thua Thien Hue Province are permitted to conduct high-altitude fireworks displays lasting 15 minutes.
Other provinces are allowed to conduct low-altitude fireworks displays lasting 15 minutes.
The time stipulated for the displays is 9 PM on September 2, 2024.

For the National Day holiday on September 2, 2024, the Ministry of Labour, Invalids, and Social Affairs has issued Notice 5015/TB-LDTBXH 2023 as follows:
(1) Employees of administrative agencies, public service units, political organizations, and socio-political organizations have the National Day holiday in 2024 from Saturday, August 31, 2024, to the end of Tuesday, September 3, 2024. This holiday period includes 2 National Day holiday days and 2 weekend days.
(2) Agencies and units that do not follow a fixed weekly Saturday and Sunday off schedule will base on their specific program and plan to arrange appropriate holiday schedules.
(3) For employees not covered by clause 1 of Notice 5015/TB-LDTBXH 2023, employers will determine the National Day holiday plan for 2024 as follows:
- For the National Day holiday: Monday, September 2, 2024, and one of the two days: Sunday, September 1, 2024, or Tuesday, September 3, 2024.
- Notify employees of the National Day holiday plan for 2024 at least 30 days in advance.
In 2024, September 1, 2024, falls on a Sunday, resulting in the following number of days off for employees working on a Saturday schedule:
- For businesses with a weekly day off on Sunday, the National Day holiday 2024 is expected to last 3 days from Sunday, September 1, 2024, to the end of Tuesday, September 3, 2024. This holiday period includes 2 National Day holiday days and 1 weekly rest day.
- For businesses that do not follow a fixed weekly Sunday off schedule, they will arrange holiday schedules based on their specific program and plan, provided it does not contravene the law.
