(1) Responsibilities of Traffic Police officers and soldiers in Vietnam
- Promptly enter initial information determined from the traffic accident into the Traffic Accident Database within 12 hours from receiving the traffic accident report; be accountable for the accuracy, completeness, and timeliness of the traffic accident information; violators will be dealt with according to the nature and extent of their violations; also make an initial assessment of the cause of the traffic accident;
- Continue collecting and entering traffic accident information into the Traffic Accident Database according to the investigation, and resolution progress, ensuring the accuracy and timeliness of the traffic accident information;
- Within 07 days from the end of the investigation, verification, and resolution of the traffic accident, officers and soldiers must complete the entry of all information regarding the accident into the Traffic Accident Database, and also complete the traffic accident report form for submission to the competent authority for approval;
- Exploit and use data in the Traffic Accident Database as assigned by the unit leader and be responsible for the accuracy of their data exploitation results.
(2) Responsibilities of District Police in Vietnam
- Implement the Traffic Accident Database within the district area as directed and guided by the Traffic Police Department and Provincial Police;
- Organize the collection, processing of information, documents, and updating them into the Traffic Accident Database;
- Direct Traffic Police officers and soldiers to promptly update information about traffic accidents occurring on routes and operational areas under the district police patrol and control into the Traffic Accident Database, ensuring compliance with the investigation, and resolution timeline;
- Traffic accident statistics and summaries should be cross-referenced with data from the District People's Procuracy and District Health Agencies;
- Exploit and be responsible for using traffic accident information within the district under their management;
- Maintain computers and auxiliary equipment, ensuring the smooth operation of the Traffic Accident Database within their jurisdiction.
(3) Responsibilities of Provincial Police in Vietnam
- Implement the Traffic Accident Database within the provincial area as directed and guided by the Traffic Police Department;
- Organize the collection, processing of information, documents, and updating them into the Traffic Accident Database;
- Direct officers and soldiers to promptly update information about traffic accidents occurring on patrol and control routes of the Provincial Police Traffic Police Department into the Traffic Accident Database, ensuring compliance with the investigation, and resolution timeline;
- Traffic accident statistics and summaries should be cross-referenced with data from the Provincial People's Procuracy and Provincial Health Agencies;
- Exploit and be responsible for using traffic accident information within the province under their management;
- Maintain computers and auxiliary equipment, ensuring the smooth operation of the Traffic Accident Database within the provincial area under their management;
- Guide, inspect, and urge District Police to implement the Traffic Accident Database system.
(4) Responsibilities of the Traffic Police Department in Vietnam
- Direct officers and soldiers to promptly update information about traffic accidents occurring on highways under the Traffic Police Department's patrol and control jurisdiction into the Traffic Accident Database, ensuring compliance with the investigation, and resolution timeline;
- Standardize report forms and aggregate traffic accident statistics;
- Implement the Traffic Accident Database nationwide;
- Organize the installation of the Traffic Accident Database software; organize training for Traffic Police officers and soldiers to implement the Traffic Accident Database program;
- Build a data center for storing and processing nationwide traffic accident information; implement Traffic Accident Database projects and proposals;
- Manage, exploit, use, and ensure the technical functioning of the Traffic Accident Database;
- Coordinate with the Ministry of Public Security's Office to publish annual traffic accident statistical yearbooks; traffic accident statistics and summaries should be cross-referenced with data from the Supreme People's Procuracy and the Ministry of Health;
- Assist the Minister of Public Security in directing, guiding, inspecting, and urging local police in building the Traffic Accident Database.
(5) Responsibilities of the People's Police Investigation Agency in Vietnam
Promptly provide information about traffic accidents to the Traffic Police during the investigation, handling process according to Articles 8, 10, and 12, Circular 62/2020/TT-BCA, June 19, 2020, of the Minister of Public Security on the assignment of responsibilities and coordination in the investigation, and resolution of traffic accidents by the People's Police force.
(6) Directors of Provincial Police, City Police under the Central Government, Heads of Traffic Police Departments, Heads of District Police, and traffic accident statistical officers are responsible for the accuracy of traffic accident data.
