Workers entitled to housing rental support
In accordance with Article 4 of Decision 08/2022/QD-TTg dated March 28, 2022 stipulating support for house rents for employees who are working in enterprises as follows:
- Laborers working in enterprises in industrial zones, export processing zones or key economic zones shall be supported when they meet the following conditions:
+ Lodging during the period from February 01, 2022 to June 30, 2022.
+ The employer has an indefinite term employment contract or a definite term employment contract of at least 01 month which is concluded and starts to execute such contract before April 01, 2022.
+ He/she is participating in compulsory social insurance (who is on the list of participants in compulsory social insurance of the social insurance agency) in the month preceding the date on which the enterprise makes the list of workers who apply for subsidies on housing rents.
Where the employees are not subject to the compulsory social insurance in accordance with the provisions in Clause 4, Article 2 of Decree No. 115/2015/ND-CP dated 11/11/2015 of the Government detailing a number of articles of the Law on social insurance on compulsory social insurance, they must have their names in the list of salary payment of the enterprise preceding the time the enterprise makes the list of employees requesting the assistance of house rent.
Pursuant to Article 8 of the Decision 08/2022/QĐ-TTg:
- Laborers who are working in enterprises, cooperatives, business households registered business in industrial zones, export processing zones or key economic zones will be supported when they have full the following conditions:
+ Leasing or staying from April 1, 2022 to June 30, 2022.
+ There is an indefinite term employment contract or a definite term employment contract of 01 month or more which is entered into and executed from April 1, 2022 to June 30, 2022, except that the next employment contract is executed.
+ Participating in compulsory social insurance (defined in the list of participants in compulsory social insurance of a social security agency) in the month preceding the date on which the employer prepares the list of workers who apply for subsidies on housing rents.
Where the employees are not subject to the compulsory social insurance in accordance with the provisions in Clause 4, Article 2 of Decree No. 115/2015/ND-CP dated 11/11/2015 of the Government detailing some articles of the Law on social insurance on compulsory social insurance, the employees are newly recruited and have signed the labor contract but not named in the list of employees who participate in the compulsory social insurance of the social insurance body, they must be named in the list of employees' salary payment of the month preceding the time the employers make a list of employees to request the assistance of house rent.
