The Central Organization Commission has issued Guidance 05-HD/BTCTW on the implementation of Decree 26/2015/ND-CP regarding officials responsible for activities at the Vietnam Fatherland Front and socio-political organizations who are not eligible for re-election due to age.

Subjects of officials considered for early retirement due to age-related ineligibility for re-election
According to Guideline 05, the subjects considered for early retirement due to age-related ineligibility for re-election include:
- Specialized officials currently holding elected positions at all levels of the Fatherland Front, Vietnam General Confederation of Labor, Vietnam Farmers' Union, Vietnam Women's Union, who do not meet the age conditions for re-election according to the term of the general assembly.- Specialized officials currently holding elected positions in the Veterans' Association at all levels (from the central level to communes, wards, commune-level towns), who are still of working age (as stipulated by the Labor Code and relevant legal documents), now do not meet the age conditions for re-election according to the term of the general assembly.- Specialized officials of the Fatherland Front and political-social organizations eligible for re-election in the new term but wishing not to run for re-election to retire early (on the condition that the age for re-election is 6 months or less); having a voluntary application not to run for re-election in the new term to retire early approved by the competent authority to implement policies according to Decree 26/2015/ND-CP.
Individuals not eligible for the regime under Decree 26/2015/ND-CP
- Officials who do not meet the age conditions for re-election but have received retirement notifications;- Officials whose service period is 6 months or less from the end date of the general assembly term to the retirement date.
Retirement timing for officials ineligible for re-election
- The procedures, processes, and implementation are applied according to Guideline 35-HD/BTCTW dated April 24, 2015, of the Central Organization Committee guiding the implementation of certain contents of Decree 26/2015/ND-CP and Guideline 36-HD/BTCTW dated July 30, 2015 of the Central Organization Committee on the addition of subjects implementing policies as per Decree 26/2015/ND-CP.- The retirement timing for officials ineligible for re-election due to age can be before or after the general assembly but not later than 30 days from the end date of the general assembly term of the same level.
Guideline 05-HD/BTCTW was issued on November 14, 2016.
