From July 1, 2017, Increased Salaries and Allowances for Officials

Effective from July 1, 2017, the statutory pay rate will be adjusted from 1.21 million VND/month to 1.3 million VND/month. The adjustment of pensions, social insurance benefits, and preferential allowances for people with meritorious services will be increased by the same amount as the increase in the statutory pay rate.

This is the content mentioned in Clause 10, Article 2 of Resolution 27/2016/QH14 on the state budget estimate for 2017. The increase in the statutory pay rate will serve as a basis to increase salaries, allowances, and other policies from July 1, 2017, as follows:

- Increase in salaries, allowances, and implementation of other policies according to legal regulations;- Increase in operating fees and living allowances according to legal regulations;- Increase in deductions and policies enjoyed according to the statutory pay rate.

The Ministry of Home Affairs is drafting a Circular guiding the implementation of the statutory pay rate for those receiving salaries and allowances in government agencies, public service providers of the Communist Party, State, socio-political organizations, and associations. Accordingly:

- Salaries of officials, public employees, and workers paid according to the statutory pay rate from July 1, 2017 = VND 1,300,000/month × Current salary coefficient.- Allowances of officials, public employees, and workers paid according to the statutory pay rate from July 1, 2017 (if any) = VND 1,300,000/month × Current allowance coefficient.- Amount of the differential coefficient preserved from July 1, 2017 = VND 1,300,000/month × Current preserved coefficient (if any).- For members of the People's Council at all levels: based on the activity fee coefficient, the activity fee from July 1, 2017 = VND 1,300,000/month × Activity fee coefficient according to regulations.- For non-specialized individuals at the commune level, in hamlets and residential groups, the allowance fund is calculated according to the statutory pay rate of VND 1,300,000.

Recently, the Government of Vietnam is drafting a Decree to adjust pensions, social insurance benefits, and monthly allowances for retired commune officials. From July 1, 2017, a 7.4% increase in pensions, social insurance benefits, and monthly allowances will be applied to those who are enjoying pensions, social insurance benefits, and monthly allowances before July 1, 2017, including:

- Officials, workers, public employees, and laborers (including those who participated in voluntary social insurance and retirees from the Social Insurance Fund of Nghe An Farmers transferred under Decision 41/2009/QD-TTg); military personnel, public security personnel, and those performing cipher work enjoying monthly pensions.- Commune-level officials specified in Decree 92/2009/ND-CP, Decree 121/2003/ND-CP, and Decree 09/1998/ND-CP.- Individuals receiving monthly labor loss benefits according to legal regulations; individuals receiving monthly benefits under Decision 91/2000/QD-TTg, Decision 613/QD-TTg; rubber workers receiving monthly allowances.- Commune-level officials receiving monthly allowances under Decision 130/CP and Decision 111-HDBT.- Military personnel receiving monthly allowances under Decision 142/2008/QD-TTg, Decision 38/2010/QD-TTg.- Public security personnel receiving monthly allowances under Decision 53/2010/QD-TTg.- Military personnel, public security personnel, and individuals performing cipher work receiving salaries similarly to military and public security personnel, receiving monthly allowances under Decision 62/2011/QD-TTg.
