The Office of the Government of Vietnam has recently issued Official Dispatch 5204/VPCP-QHDP directing the addition of documents to be submitted for the 3rd Session of the 14th National Assembly. The Prime Minister requests the Ministers and Heads of ministerial-level agencies to prepare the materials and reports for the 3rd Session of the National Assembly as follows:
- Minister of Justice: Prepare a report from the Government of Vietnam explaining clearly the reasons for not submitting the Law on Associations to the National Assembly for consideration and approval, and the withdrawal of the following draft laws:- Law amending and supplementing several articles of the Labor Code;- Competition Law (amended);- Law on Protection of State Secrets.
Previously, in Resolution 379/2017/UBTVQH14 of the National Assembly Standing Committee, the adjustment of the program for drafting laws and ordinances in 2017 was mentioned. It postponed the time for the National Assembly to comment on the amended Competition Law and the Law on Protection of State Secrets from the 3rd session to the 4th session and removed the draft law amending and supplementing several articles of the Labor Code from the 2017 program.
- Minister of Transport: Complete the Government of Vietnam's report and the dossier to submit to the National Assembly to separate the content of compensation, support, and resettlement of the Long Thanh International Airport Project into a component project;- Governor of the State Bank of Vietnam: Prepare and submit the draft Law amending and supplementing several articles of the Law on Credit Institutions.
According to the Prime Minister's directive, at this session, members of the Government of Vietnam are allowed to assign officials to support the leaders of the Government of Vietnam, Ministers, and heads of ministerial-level agencies in recording questions and preparing documents for the explanation sessions on draft laws, draft resolutions, queries, and answers.
At the time of the session, the Government of Vietnam requires ministries and ministerial-level agencies to minimize the organization of meetings and social activities with National Assembly delegations and deputies.
