Social Assistance: Eligible Beneficiaries and Levels of Benefits (Latest)

Social assistance is an amount of money or other assets provided by the State or non-governmental organizations to members of society in cases where these members face risks, dangers, poverty, or misfortune, with the aim of helping them overcome difficulties and stabilize their lives.

1. Groups eligible for social allowances

According to Article 5 of Decree 136/2013/ND-CP, the beneficiaries of the monthly social allowance include:

Group 1: Children under 16 years old without a source of support, falling into one of the following categories:

- Abandoned and not yet adopted;- Orphaned of both parents;- Orphaned of father or mother and the remaining parent is missing according to the law;- Orphaned of father or mother, and the remaining parent is receiving care policies at social protection facilities or social houses;- Orphaned of father or mother, and the remaining parent is serving a prison sentence or undergoing administrative handling at reform schools, compulsory educational establishments, or compulsory rehabilitation establishments;- Both parents are missing according to the law;- Both parents are receiving care policies at social protection facilities or social houses;- Both parents are serving prison sentences, or undergoing administrative handling at reform schools, compulsory educational establishments, or compulsory rehabilitation establishments;- One parent is missing according to the law, and the remaining parent is receiving care policies at social protection facilities or social houses;- One parent is missing according to the law, and the remaining parent is serving a prison sentence or undergoing administrative handling at reform schools, compulsory educational establishments, or compulsory rehabilitation establishments;- One parent is receiving care policies at social protection facilities or social houses, and the remaining parent is serving a prison sentence or undergoing administrative handling at reform schools, compulsory educational establishments, or compulsory rehabilitation establishments.

Corresponding coefficients to calculate the social allowance for these beneficiaries are:

- Coefficient 2.5 for those under 04 years old;- Coefficient 1.5 for those aged 04 years and above.

Group 2: Individuals aged 16 to 22 falling into the above categories, currently enrolled in secondary school, vocational school, professional secondary school, college, or first bachelor's degree program.

The corresponding coefficient to calculate the social allowance for this group is: 1.5

Group 3: Children infected with HIV from poor households; individuals with HIV from poor households who are unable to work and do not receive monthly pensions, social insurance allowances, meritorious services allowances, or other monthly allowances.

Corresponding coefficients to calculate the social allowance for these beneficiaries are:

- Coefficient 2.5 for those under 04 years old;- Coefficient 2.0 for those aged 04 to under 16 years old;- Coefficient 1.5 for individuals aged 16 years and above.

Group 4: Individuals from poor households without spouses; individuals whose spouses have died; individuals whose spouses are missing according to the law and are raising children under 16 years old or raising children aged 16 to 22 but the children are attending secondary school, vocational school, professional secondary school, college, or first bachelor's degree program (collectively referred to as single poor individuals raising children).

The corresponding coefficients to calculate the social allowance for these beneficiaries are:

- Coefficient 1.0 for those raising one child;- Coefficient 2.0 for those raising two or more children.

Group 5: Elderly individuals falling into one of the following categories:

- Case 1: Elderly individuals from poor households without individuals obligated and entitled to care for them, or those with individuals obligated but those individuals are receiving monthly social allowance policies;- Case 2: Individuals aged 80 years and above, not in Case 1, without monthly pensions, social insurance allowances, or social allowances;- Case 3: Elderly individuals from poor households without individuals obligated and entitled to care for them, unable to live in the community, eligible for admission to social protection facilities or social houses, but having community care.

Corresponding coefficients to calculate the social allowance for these beneficiaries are:

- Coefficient 2.0 for individuals in Case 1 aged 80 years and above;- Coefficient 1.0 for individuals in Case 2;- Coefficient 3.0 for individuals in Case 3.

Group 6: Disabled children and individuals eligible for social allowances according to the Disability Law.

The coefficient for these individuals is implemented according to Decree 28/2012/ND-CP.

=> Individuals belonging to one of the above groups are entitled to a recurring monthly social allowance.

2. Social allowance levels

According to Article 6 of Decree 136/2013/ND-CP, the monthly social allowances for beneficiaries are defined as:

The minimum level is calculated by multiplying the social assistance standard of 270,000 VND by the corresponding coefficient for each group mentioned in section 2.

Example 1: A child aged 3, orphaned of both parents, is eligible for a monthly social allowance with a corresponding coefficient of 2.5.

=> Social allowance = 270,000 VND x 2.5 = 675,000 VND/month

Thus, this child will receive a monthly social allowance of 675,000 VND.

Example 2: An 81-year-old lady without a monthly pension, social insurance allowance, or social allowance; not from a poor household; but with individuals obligated to care for her, is entitled to a monthly social allowance with a corresponding coefficient of 1.0.

=> Social allowance = 270,000 VND x 1.0 = 270,000 VND/month.

Thus, the elderly lady will receive a monthly social allowance of 270,000 VND.

Social allowance is a policy support from the State or non-governmental organizations provided in the form of specific money or assets to support individuals in special, difficult circumstances to stabilize their lives. Eligible beneficiaries will receive a minimum monthly allowance of 270,000 VND.
