To be specific, in Clause 1 Article 11 Circular 65/2020/TT-BCA stipulates that traffic police when patrolling, controlling, and handling violations must wear police uniforms and have a police badge as regulated by the Ministry of Public Security. When conducting checks at night or during the daytime under foggy conditions, or adverse weather conditions that limit visibility, they must wear reflective vests.
In the case of monitoring through technical and professional equipment, a division of traffic police in plain clothes is assigned to operate, use technical and professional equipment, monitor the traffic order and safety situation, and detect violations of road traffic laws and other legal breaches. Upon detecting a violation, they must immediately notify the public patrol and control division to conduct the inspection and handle it according to legal regulations.
The Head of the Road Traffic Patrol and Control Department under the Traffic Police Department, the Head of the Traffic Police Department, the Chief of Police of districts, district-level towns, provincial cities, and centrally-run cities or higher will decide whether to wear police uniforms or plain clothes when using professional technical equipment, and must specify it in the patrol and control plan.
Thus, according to the regulation, it can be seen that the deployment of traffic police in plain clothes must be clearly stated in the patrol and control plan. At the same time, traffic police in plain clothes are only responsible for operating, using professional technical equipment, monitoring the traffic order and safety situation, detecting road traffic violations and other legal breaches.
