The Ministry of Transport (GTVT) has required passenger transport activities for two groups of localities: high-risk and low-risk groups, to be implemented according to the specific plan as follows:
1. Aviation Sector
Implementation period: from 00:00 on April 29, 2020, to the end of April 30, 2020
- Hanoi - Ho Chi Minh City route and vice versa: total flight frequency of 28 flights (round trip)/day;
- Hanoi/Ho Chi Minh City - Da Nang routes and vice versa: total flight frequency of 08 flights (round trip)/day/route;
- Routes to other localities: total flight frequency of 08 flights (round trip)/day/route.
Implementation period: from 00:00 on May 1, 2020, to the end of May 15, 2020
- Hanoi - Ho Chi Minh City route and vice versa: total flight frequency of 36 flights (round trip)/day;
- Hanoi/Ho Chi Minh City - Da Nang routes and vice versa: total flight frequency of 12 flights (round trip)/day/route;
- Other routes: according to the demand of the airline.
Implementation period: from 00:00 on May 16, 2020
- Hanoi - Ho Chi Minh City route and vice versa: total flight frequency of 52 flights (round trip)/day;
- Hanoi/Ho Chi Minh City - Da Nang routes and vice versa: total flight frequency of 20 flights (round trip)/day/route;
- Other routes: according to the demand of the airline.
2. Road Transport Sector
Intra-provincial passenger transport: The Chairman of the Provincial People's Committee, centrally-managed city, decides specifically for the operation of passenger transport by bus, taxi, contract, tourism, and fixed-route intra-provincial passenger transport; the People's Committee of centrally-managed provinces and cities at the two ends of the route agree on the operation for inter-provincial bus passenger transport routes.
Inter-provincial passenger transport:
- For passenger transport in provinces and centrally-managed cities in the High-Risk Group: fixed inter-provincial passenger transport is allowed to operate but not exceeding 50% of the trips in the approved operation chart; complying with measures to ensure epidemic prevention and control.
- For passenger transport in provinces and centrally-managed cities in the Low-Risk Group: fixed inter-provincial passenger transport units are allowed to operate 100% of the trips in the approved operation chart; complying with measures to ensure epidemic prevention and control.
3. Railway Sector
Implementation period: from 00:00 on April 29, 2020, to the end of May 3, 2020
- Hanoi to Ho Chi Minh City route: a maximum of 05 pairs of passenger trains/day;
- Hanoi - Thanh Hoa route: a maximum of 01 pair of passenger trains/day;
- Hanoi - Vinh route: a maximum of 03 pairs of passenger trains/day;
- Hanoi - Dong Hoi route: a maximum of 01 pair of passenger trains/day;
- Hanoi - Da Nang route: a maximum of 01 pair of passenger trains/day;
- Saigon - Nha Trang route: a maximum of 03 pairs of passenger trains/day;
- Saigon - Phan Thiet route: a maximum of 02 pairs of passenger trains/day;
- Saigon - Quy Nhon route: a maximum of 01 pair of passenger trains/day;
- Saigon - Quang Ngai route: a maximum of 01 pair of passenger trains/day;
- Hanoi - Hai Phong route: a maximum of 04 pairs of passenger trains/day;
- Hanoi - Yen Bai route: a maximum of 01 pair of passenger trains/day;
- Hanoi - Dong Dang route: a maximum of 01 pair of passenger trains/day;
- Hanoi - Quan Trieu route: a maximum of 01 pair of passenger trains/day.
Implementation period: from 00:00 on May 4, 2020
- Hanoi to Ho Chi Minh City route: a maximum of 05 pairs of passenger trains/day;
- Hanoi - Vinh route: a maximum of 02 pairs of passenger trains/day;
- Hanoi - Dong Hoi route: a maximum of 01 pair of passenger trains/day;
- Hanoi - Da Nang route: a maximum of 02 pairs of passenger trains/day;
- Saigon - Phan Thiet route: a maximum of 02 pairs of passenger trains/day;
- Saigon - Nha Trang route: a maximum of 02 pairs of passenger trains/day;
- Saigon - Quy Nhon route: a maximum of 01 pair of passenger trains/day;
- Saigon - Quang Ngai route: a maximum of 01 pair of passenger trains/day;
- Saigon - Da Nang route: a maximum of 01 pair of passenger trains/day;
- Hanoi - Hai Phong route: a maximum of 04 pairs of passenger trains/day;
- Hanoi - Yen Bai route: a maximum of 01 pair of passenger trains/day;
- Hanoi - Lao Cai route: a maximum of 03 pairs of passenger trains/day;
- Hanoi - Quan Trieu route: a maximum of 01 pair of passenger trains/day;
- Hanoi - Dong Dang route: a maximum of 02 pairs of passenger trains/day.
4. Maritime and Inland Waterway Transport Sectors
Intra-provincial passenger transport: The Chairman of the Provincial People's Committee, centrally-managed city, decides.
Inter-provincial passenger transport: The Chairman of the provincial and city People's Committees under central management proactively coordinates the implementation of fixed-route inter-provincial passenger transport, and inter-provincial cross-river passenger transport, but must comply with measures to ensure epidemic prevention and control according to regulations.
