According to Directive 18/CT-UBND of the People's Committee of Ninh Thuan Province, in order to effectively implement the preparation for the selection and conscription of citizens for military service and the organization of military service registration (NVQS) in 2018, the Chairman of the People's Committee of the province has instructed the units as follows:
First, Chairmen of the People's Committees of districts and cities shall organize consolidation and reorganization of the Military Service Councils in accordance with the components specified in Article 36 of the Military Service Law 2015 and Document 2266/BTL-QL dated October 8, 2015 of the Command of Military Zone 5 regarding the establishment of Military Service Councils at all levels to ensure sufficient capacity for advising on the organization of proper review processes, preparing the selection and calling of citizens for military service, and effectively implementing military service registration in 2018 according to the procedures specified in Decree 13/2016/ND-CP.
Second, in January 2018, chairpersons of the People's Committees of communes, wards, and commune-level towns, and heads of agencies and organizations shall report the list of male citizens who turn 17 years old within the year and male citizens within the age range for military service to the District and City Military Commands.
Third, the Provincial Military Command shall assist the Provincial People's Committee in deploying specific guidelines for the review and preparation of selecting, calling citizens for military service, and registering for military service in 2018 to achieve positive results.
Fourth, the Provincial Police shall direct local police to closely cooperate with the Military Command at the same level to organize military service registration; provide the list of male citizens who turn 17 years old within the year (born from January 1 to December 31, 2001) and the list of citizens within the age range ready for conscription. They are also responsible for concluding the standards on ethics and politics; cooperate with Military agencies at all levels and relevant agencies to promptly check and handle cases of violations of the Military Service Law.
Fifth, the Department of Health shall direct health institutions to strictly comply with regulations regarding medical work in the implementation of the Military Service Law; direct and guide Health Centers to cooperate with the District and City Health Offices and Military Commands to organize health examinations for citizens ready for conscription in a conformable manner.
Sixth, Provincial Radio and Television Station, Ninh Thuan Newspaper, and Department of Justice shall cooperate with the Provincial Military Command to allocate appropriate time and organize forms of propaganda about the Military Service Law and related legal documents on mass media in local areas, especially on the rights and obligations of citizens in executing the Military Service Law.
Seventh, the Department of Culture, Sports and Tourism, and the Department of Information and Communications shall coordinate to arrange a system of panels and posters on main roads of Phan Rang - Thap Cham city and at district centers; guide the District and City Culture and Information Offices to enhance propaganda on the Military Service Law; focus on propaganda work in hamlets, villages, and neighborhoods in various forms.
Eighth, agencies, units, economic, social organizations, and mass organizations at all levels shall be responsible for encouraging, educating, and facilitating officials, public employees, and workers to comply with and seriously implement the Military Service Law. They shall cooperate with functional agencies and localities to effectively carry out military service registration and prepare to select and call citizens for military service in 2018.
