On December 31, 2024, the Government of Vietnam issued Decree 179/2024/ND-CP stipulating policies to attract and utilize talented individuals working in agencies, organizations, and units of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front, and socio-political organizations.

Principles for implementing policies on attraction and utilization of talent in State agencies in Vietnam

Pursuant to Article 3 of Decree 179/2024/ND-CP, the principles for implementing policies to attract and utilize talented individuals in state agencies in Vietnam are prescribed as follows:

- The attraction and utilization of talented individuals must fully adhere to the Party's guidelines, the State's laws, and must not contradict international treaties to which Vietnam is a party. Ensure consistency, synchronization, and feasibility from discovery, selection, training, fostering, utilization, remuneration, and acknowledgment stages.

- Ensure transparency, objectivity, correct subjects, and authority in implementing the policies; promote the role and responsibility of the heads of ministries, central authorities, local authorities, and the leadership collectives of agencies, organizations, and units employing officials and public employees in detecting, attracting, and utilizing talented individuals. The implementation of policies should match the contributions of talented individuals, linked with annual evaluations through specific work products and quality.

- The budget for implementing policies to attract and utilize talented individuals is allocated from the state budget and other legally mobilized sources as prescribed by law.

- Based on the orientation for developing strategic and key sectors and fields of the nation and locality, ministries and central authorities, central agencies, and localities will specifically identify sectors and fields needing high-quality human resources in each phase and decide specifically on implementing policies to attract and utilize talented individuals to work in agencies, organizations, and units within their management scope depending on budget capabilities and authority to manage officials and public employees as per decentralization.

- In cases where the law prescribes higher policies than those corresponding policies for talented individuals in this Decree, apply the higher policies or follow the aspirations of the talented individuals.

Conditions for applying policies to attract talented individuals to work in State agencies in Vietnam

According to Article 4 of Decree 179/2024/ND-CP, the standards and conditions for applying policies to attract and utilize talented individuals working in agencies, organizations, and units of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front, and socio-political organizations are prescribed as follows:

(1) Officials and public employees must meet the following standards and conditions:

- Possess firm political courage; good political qualities, ethics; clear background; sufficient health to perform tasks; have the aspiration to dedicate and serve the Fatherland and the People; be dynamic, creative, dare to think, dare to do, and dare to take responsibility for the common interests;

- Have led in advising and proposing to competent authorities guidelines and solutions that bring about high efficiency, breakthroughs, and turning points in fulfilling tasks and public duties; have research projects or suggestions that are applied and provide high value and efficiency in strategic and key sectors or fields of the nation or locality;

- Meet other specific standards and conditions as prescribed by ministries and central authorities, central agencies, and localities.

(2) Outstanding graduates, young talented scientists who meet one of the following standards and conditions:

- Those who graduate as valedictorians at domestic higher education institutions or graduate with excellent grades and above from reputable higher education institutions worldwide, recognized in terms of diplomas and certificates by law, within the age limit prescribed in Article 1 of the Law on Youth by the time of application submission;

- Those who graduate with excellent grades from domestic higher education institutions, within the age limit prescribed in Article 1 of the Law on Youth at the time of application submission and fall into one of the following individual achievement cases:

+ Win a third prize or higher individually in one of the provincial student excellence contests, win a consolation prize or higher in national excellence contests, or a Certificate of Merit or higher in international student excellence contests in one of the natural sciences (mathematics, physics, chemistry, biology, informatics) and social sciences (literature, history, geography, foreign languages) during high school studies;

+ Win a third prize or higher individually in national or international scientific and technical competitions during high school or university;

+ Win a third prize or higher individually in Olympiad competitions in one of the subjects: mathematics, physics, chemistry, mechanics, informatics, or other specialized fields during university studies, recognized by the Ministry of Education and Training.

- Individuals possessing a doctoral degree, a second-level specialist doctor, second-level specialist pharmacist in medical, pharmaceutical fields from domestic educational institutions, within the age as regulated by the Government of Vietnam regarding the use and utilization of individuals active in science and technology by the time of application submission.

(3) Experts, managers, business executives, leading scientists who are Vietnamese or foreign nationals meeting one of the following standards and conditions:

- Persons graduating with a Ph.D. or postdoctoral degree from reputable training institutions worldwide;

- Persons who have taught, conducted scientific research, or transferred technology at research institutions, international cooperative projects or programs on science and technology, or research departments of reputable foreign enterprises, in specialized fields;

- Experts, managers, business executives who have worked or are working at leading enterprises or organizations in Vietnam and internationally, with extensive professional experience and outstanding achievements in their respective fields, suitable for the requirements to perform economic, scientific, technological development tasks or key fields in Vietnam;

- For foreign experts, managers, business executives, leading scientists, besides the regulations mentioned above, they must also meet other conditions as prescribed by Vietnamese law.
