1. What is citizen identification database?

According to Clause 5, Article 3 of the Law on Citizen Identification 2014, the citizen identification database means a specialized database collecting information about Vietnamese citizen identification, which is digitalized, stored and managed in an information infrastructure, and constitutes part of the national population database.

2. Information in the citizen identification database in Vietnam

Information to be collected and updated includes:

- Family name, middle name and first name;

- Birthdate;

- Gender;

- Place of birth registration;

- Native place;

- Ethnicity;

- Religion;

- Nationality;

- Marital status;

- Place of permanent residence;

- Present place of residence;

- Blood type, when a citizen requests the update of his/her blood type and produces a certificate of his/her blood type;

- Family name, middle name and first name, personal identification number or people’s identity card number, and nationality of parent, spouse or lawful representative of a citizen;

- Family name, middle name and first name, personal identification number or people’s identity card number of the householder, and a citizen’s relationship with the householder;

- Date of death or missing.

- Portrait picture;

- Characteristics for identification;

- Fingerprints;

- Other family names and first names;

- Number, and date and place of issuance, of people’s identity card;

- Occupation, except in-service army men;

- Educational level;

- Date on which a citizen notifies the loss of his/her people’s identity card or citizen identity card.

3. Cases where citizen information in the Citizen Identity Card database is provided in Vietnam

Cases where citizen information in the Citizen Identity Card database is provided include

- At request of police authorities to serve criminal prevention and other professional operations of People’s Public Security.

- At request of proceeding agencies to serve investigation, prosecution, trial.

- At request of supervisory agencies of specialized databases, regulatory authorities, political organizations, socio-political organizations to serve management affairs within their functions, tasks, and powers.

- At request of information owners.

- At request of agencies, organizations, citizens not specified above which request for citizen information on Citizen Identity Card database and obtain certified or notarized written consent of the information owners.

4. Procedures for providing citizen information from Citizen Identity Card database in Vietnam

- Agencies and organizations requesting for citizen information in Citizen Identity Card database must apply in writing, specify purpose, detail and scope of information to be provided, and assume responsibilities in using provided information.

Cases specified under Point dd Clause 1 of Article 8 of Circular 59/2021/TT-BCA require certified or notarized written consent of information owners and consent of competent individuals under Article 9 of Circular 59/2021/TT-BCA.

- Citizens requesting for their information shall apply and state purpose and information to be provided; present Citizen Identity Cards to allow police authorities to examine and verify applicants.

- Within 5 working days from the date on which application for extraction of information is received, competent individuals under Article 9 of Circular 59/2021/TT-BCA are responsible for responding with extraction results in writing.
