This is one of the important striving targets set forth in Resolution 01/NQ-CP on major tasks and solutions to implement the socio-economic development plan and the State budget estimate for 2020, issued on January 1, 2020.

To be specific:, promulgated according to this Resolution is an appendix of targets for 2020 regarding the development of culture, arts, social progress, equity, and environmental protection as follows:
- Percentage of preschool teachers reaching the standard training level or higher: 85%;
- Percentage of primary school teachers reaching the standard training level or higher: 62%;
- Percentage of lower secondary school teachers reaching the standard training level or higher: 77%;
- Percentage of upper secondary school teachers reaching the standard training level or higher: 99.98%;
- Percentage of participants in training and refresher programs of continuous education institutions: 45%;
- Number of higher education training programs accredited according to domestic accreditation standards: 250 programs;
- Number of higher education training programs accredited according to international accreditation standards: 250 programs;

In which, the standard training level as mentioned above is the new standard training level according to the Law on Education 2019, which took effect from July 01, 2020. Specifically:
- For preschool teachers: Must have a college degree in pedagogy or higher. (Current regulations only require a diploma in secondary pedagogy.)
- For primary, lower secondary, upper secondary school teachers: Must have a bachelor's degree in pedagogy or higher. (Current regulations require a diploma in secondary pedagogy for primary school teachers; a college diploma in pedagogy or a college degree and a certificate of pedagogical training for lower secondary school teachers.)
In cases where a subject does not have enough teachers with a bachelor's degree in pedagogy, it is required to have a relevant major's bachelor's degree and a certificate of pedagogical training.
According to this Resolution, the leading agency for monitoring and evaluating the above-mentioned targets is the Ministry of Education and Training.
