Year 2020: Promoting IT Applications in Periodic Reporting under the Management of Ministry of Justice (BTP)

Recently, the Minister of Justice signed and issued Circular 12/2019/TT-BTP stipulating the policies on periodic reporting within the scope of management of the Ministry of Justice.

To be specific, Section 5, Article 3 of Circular 12/2019/TT-BTP stipulates the promotion of information technology application in implementing periodic reporting policies, the form of reporting by electronic documents with digital signatures, and the method of sending reports through a software system. It enhances the coordination and information sharing in reporting. This is also one of the principles for promulgating periodic reporting policies under the management of the Ministry of Justice. Additionally, the principles are regulated as follows:

- Ensure to provide information promptly, accurately, and fully to effectively serve management, direction, and administration activities. This also serves as the basis for the Government of Vietnam, the Prime Minister of the Government of Vietnam, and the Ministry of Justice to implement good reporting policies to the National Assembly and the Standing Committee of the National Assembly. It also serves as the basis for the People's Committees of provinces and centrally governed cities to implement reporting policies to the People's Councils at the same level.

- Periodic reporting policies under the management of the Ministry of Justice shall only be issued when truly necessary to serve the objectives of management, direction, and administration. The content of the reporting policies must comply with related documents issued by the competent authority or person.

- Periodic reporting policies under the management of the Ministry of Justice must be compliant in terms of promulgation authority and the subjects required to report. It ensures clarity, consistency, uniformity, feasibility, and avoids overlap with other reporting policies. Minimize the requirements on the number and frequency of reports to save time, costs, and labor in implementing periodic reporting policies under the management of the Ministry of Justice.

- The data required for reporting must be consistent and uniform in terms of concepts, calculation methods, and measurement units to ensure convenience in summarizing, sharing, exploiting, and using the reported information.
