The Ministry of National Defense has just promulgated Circular 29/2020/TT-BQP regulating the working relationship of the commune, ward, commune-level town military command and the military command of agencies, organizations; responsibilities, duties, and working relationships of the commanders of the Self-Defense Militia.

Circular 29/2020/TT-BQP stipulates the working relationships of the commune-level military command as follows:
- Relationship with: Communist Party military committee at the district level; the political department under the district-level military command is a relationship of subordination to the leadership, direction, and guidance on party work, political work in the implementation of local defense and military tasks;- Relationship with political commissars, chiefs of the political department of the district-level military command is a relationship of subordination to the direction and guidance on party work, political work in implementing local defense and military tasks;- Relationship with the Commune Party Committee (or Party cell), the commune-level government, and the commune-level military Party cell is one of subordination to the leadership and direction on party work, political work in the implementation of defense and military tasks at the commune level;- Relationship with the commander of the commune-level military command is a cooperative working relationship;- Relationship with the head of the agencies, organizations, and units stationed or operating in the commune is a cooperative working relationship;- Relationship with the commander of militia units under the management is a superior-subordinate relationship. Relationship with the commander of militia and self-defense units not under management is a cooperative working relationship.
Additionally, the political commissar of the commune-level military command also has the responsibility to advise and be accountable to superiors, the Commune Party Committee (or Party cell), and the commune-level government for party work, political work in the implementation of defense and military tasks at the commune level. They preside over political work within the militia, reserve forces; directly conduct party work, political work within the militia, reserve forces, and in defense and military tasks at the commune level; and, together with the commander of the commune-level military command, propose content and measures for leadership on defense and military work for the commune Party Committee (or Party cell) to decide.
