Working Procedures of the Advisory Council according to Circular 33/2014/TT-BKHCN

Recently, the Ministry of Science and Technology issued Circular 33/2014/TT-BKHCN promulgating regulations on the management of ministerial-level scientific and technological tasks of the Ministry of Science and Technology, including provisions on the working procedures of the advisory council.

The working procedure of the Advisory Council is implemented in the following sequence:

- The administrative secretary announces the decision to establish the Council.

- The Chairman of the Council presides over the meeting; the Council elects a scientific secretary.

- Council members discuss each proposed task using the following criteria: urgency, novelty, non-duplication, feasibility and applicability, ability to mobilize resources outside the budget (for experimental production projects, scientific and technological projects).

- Council members evaluate the proposals and cast Evaluation Votes for proposed scientific and technological tasks according to the form (PL2 - PDG).

- The Council appoints a Vote Counting Committee consisting of two members (the head of the committee is the scientific secretary and one member is the administrative secretary), assisting the Council in summarizing the voting results according to the prescribed form (PL2-BBKP).

- For tasks proposed for implementation, the Council discusses specifically to vote on the name of the task, objectives, expected products, implementation method (selection or direct assignment); votes to prioritize the proposed tasks in the order of the ordering list.

- For tasks proposed not to be executed, the Council discusses specifically to vote on the reasons for not executing them.

- The evaluation results, advisory identification of tasks, are recorded in the Council meeting minutes according to the form (PL2-BBHD).
