Working Hours and Standard Teaching Hour Requirements for University Lecturers

On July 28, 2020, the Ministry of Education and Training issued Circular 20/2020/TT-BGDDT stipulating the working policies for lecturers at higher education institutions.

Circular 20/2020/TT-BGDDT stipulates the working hours, standard teaching hours, and the norm for standard teaching hours of university lecturers as follows:

1. The working time of lecturers in an academic year is 44 weeks (equivalent to 1,760 administrative hours) to perform teaching tasks, scientific research, community service, and other professional duties, determined according to the academic year after deducting the number of days off as prescribed.

2. Standard teaching hours are units of time converted from the number of labor hours required to complete a certain volume of work within the lecturer's duties, equivalent to one period of undergraduate theoretical teaching directly in class (or online teaching), including the necessary labor time before, during, and after the teaching period.

3. Teaching time in the training plan is calculated by standard teaching hours, wherein one period of undergraduate theoretical teaching directly in class (or online teaching) of 50 minutes is calculated as one standard teaching hour. For teaching content of a special nature, periods of undergraduate theoretical teaching directly in class (or online teaching) over 50 minutes may be converted appropriately by the head of the university.

4. The norm for standard teaching hours of lecturers in an academic year is stipulated from 200 to 350 standard teaching hours (equivalent to 600 to 1,050 administrative hours); in which, direct class teaching hours (or online teaching) must ensure at least 50% of the stipulated norm.

5. Special cases

- Lecturers during probation or internship period only perform up to 50% of the norm for standard teaching hours, and are also exempt from scientific research tasks to allocate time for attending, assisting in teaching, and participating in internships and practical activities.- Lecturers during periods of welfare insurance entitlement, leave as prescribed by the current Labor Code are exempt from the norm for standard teaching hours corresponding to the leave period.
