According to the provisions of the Law on Civil Status 2014 and Decree 123/2015/ND-CP, the commune-level People's Committee and the district-level People's Committee are the two authorities competent to register marriages.

Authority of the commune-level People's Committee to register marriages.

- The commune-level People's Committee where one of the male or female parties resides shall perform marriage registration (pursuant to Clause 1, Article 17 of the Law on Civil Status 2014).- The commune-level People's Committee at the border area shall perform marriage registration between a Vietnamese citizen residing in that commune and a citizen of a neighboring country residing in an administrative unit equivalent to a commune of Vietnam adjacent to the commune at the border area of Vietnam where the Vietnamese citizen resides (pursuant to Clause 1, Article 18 of Decree 123/2015/ND-CP).

Authority of the district-level People's Committee to register marriages (pursuant to Article 37 of the Law on Civil Status 2014).

- The district-level People's Committee where a Vietnamese citizen resides shall perform marriage registration between a Vietnamese citizen and a foreigner; between a Vietnamese citizen residing in the country and a Vietnamese citizen residing abroad; between Vietnamese citizens residing abroad with each other; between a Vietnamese citizen who concurrently holds foreign nationality with a Vietnamese citizen or a foreigner.- In cases where foreigners residing in Vietnam request marriage registration in Vietnam, the district-level People's Committee where one of the parties resides shall perform the marriage registration.

Therefore, in the case of registering a marriage between a Vietnamese citizen residing in the country and a Vietnamese citizen residing abroad, the People's Committee of District 10, Ho Chi Minh City has the authority to register the marriage according to the above regulations.
