When are foreign language and computer skills exams waived in the public employee rank promotion examination?

On August 21, 2018, the Ministry of Culture, Sports, and Tourism issued Circular 23/2018/TT-BVHTTDL which specifically stipulates the cases exempted from foreign language and computer science exams in the promotion examination for public employees.

Circular 23 stipulates that public employees are exempt from foreign language exams if they fall into one of the following cases:

- Public employees who hold a second university degree in a foreign language;- Public employees who graduated from university or postgraduate programs abroad or graduated from university or postgraduate programs taught in a foreign language in Vietnam;- Public employees who possess a foreign language certificate equivalent to level B2 according to the European reference framework or higher, issued by domestic foreign language training institutions, international foreign language testing centers, recognized by the Ministry of Education and Training.

Additionally, Circular 23 also mentions that public employees are exempt from the computer science exam if they have graduated from intermediate level in computer science or information technology or higher.
