Below is the content of the regulations concerning the responsibilities of competent authorities in testing legal knowledge on road traffic order and safety in Vietnam from January 1, 2025.

On November 12, 2024, the Minister of Public Security of Vietnam issued Circular 65/2024/TT-BCA specifying the testing of legal knowledge on road traffic order and safety for the restoration of driver license points.
Circular 65/2024/TT-BCA outlines the procedures for testing legal knowledge on road traffic order and safety for those whose driver licenses have had all points deducted, so that points can be restored.
In particular, Article 8 of Circular 65/2024/TT-BCA stipulates the responsibilities of authorized authorities for testing legal knowledge on road traffic order and safety from January 1, 2025, as follows:
(1) Ensure conditions for organizing the testing of legal knowledge on road traffic order and safety as prescribed in Article 5 of Circular 65/2024/TT-BCA.
(2) Publicly post study materials for legal knowledge on road traffic order and safety on the electronic portal within their management scope.
(3) Assign officials to receive registration files and officials to conduct the testing of legal knowledge on road traffic order and safety.
(4) Periodically, before the 25th of the month, authorities will publicly announce the expected testing dates for the next month on the electronic portal within their management scope, allowing registrants to choose and register their testing date using Form 01 in the appendix attached to Circular 65/2024/TT-BCA.
(5) Organize testing at least 02 times per week and publicly announce the testing dates on the electronic portal within their management scope.
(6) Disseminate and guide the test process to participants when organizing tests for legal knowledge on road traffic order and safety.
(7) Announce the results of the legal knowledge test on road traffic order and safety to the authorities responsible for deducting driver license points and the driver license management authority if data connectivity and sharing are not available.
(8) Store at the authorized testing agency: camera surveillance footage data of the test room for at least 02 years; registration files, testing records of legal knowledge on road traffic order and safety in both paper and electronic software form for at least 05 years.

According to Article 58 of the Law on Road Traffic Order and Safety 2024, the provisions regarding driver license points are detailed as follows:
- The points of a driver license are used to manage compliance with the laws on road traffic order and safety by the driver, tracked on the road traffic order and safety database system, including 12 points.
Points deducted per violation depend on the nature and severity of the legal violation concerning road traffic order and safety.
Violation point deduction data will be updated into the database system immediately after the enforcement of the penalty decision and announced to the individual whose driver license points are deducted.
- A driver license not having any points deducted and no points deducted within 12 months from the nearest deduction will have its 12 points fully restored.
- In the event that a driver license has had all points deducted, the license holder is not permitted to operate the vehicle under that driver license. After at least 06 months from the date of complete point deduction, the license holder may participate in a test of legal knowledge on road traffic order and safety as stipulated in Clause 7, Article 61 of the Law on Road Traffic Order and Safety 2024, organized by the Traffic Police. If the results meet the requirements, a full restoration of 12 points will be granted.
- A driver license that is exchanged, reissued, or upgraded retains the same number of points as before the exchange, reissuance, or upgrade.
- Authorized administrative penalty officers have the authority to deduct points from a driver license.
