1. What means and equipment are the forces participating in protecting security and order at the grassroots level in Vietnam equipped with to perform their tasks?

Means and equipment for forces participating in protecting security and order at the grassroots level in Vietnam are specified in Article 4 of Decree 40/2024/ND-CP (effective July 1, 2024) as follows:

- List of, standards for, useful life of equipment :

In addition to the list of means and equipment specified in Decree 40/2024/ND-CP, based on local characteristics and requirements for ensuring security and order, additional necessary means and equipment may be provided to directly serve the tasks of the forces participating in protecting security and order at the grassroots level.

- Form plans to equip and purchase means and equipment for the forces participating in protecting security and order at the grassroots level:

+ In cases where the Ministry of Public Security provides vehicles and equipment for the forces participating in protecting security and order at the grassroots level from the central budget, as stipulated in Clause 1 of Article 25 of the Law on Forces Participating in the Protection of Security and Order at the Grassroots Level 2023: Annually, the district-level police compile the needs for vehicles and equipment to be equipped for the forces participating in protecting security and order at the grassroots level and submit a report to the provincial-level public security for consolidation, budget estimation, and submission to the Ministry of Public Security for consideration and decision on procurement and appropriate equipment based on the state budget allocated to the Ministry of Public Security;

+ In cases where the local budget supports the funding for the purchase of vehicles and equipment for the forces participating in protecting security and order at the grassroots level, as stipulated in Point a Clause 1 Article 26 of the Law on Forces Participating in the Protection of Security and Order at the Grassroots Level 2023: Based on the list of vehicles and equipment specified above, the district-level public security compile the needs for means and equipment to be equipped and submit a report to the People's Committee at the same level for consolidation, and report to the People's Committee at the provincial level with a plan to support the purchase and equipment of means and equipment for the forces participating in protecting security and order at the grassroots level, in accordance with the regulations and within the budget capacity of the locality.

- The commune-level People's Committee organizes the management of vehicles and equipment provided in accordance with the provisions of the law on the management and use of public assets and decides on the type and quantity of vehicles and equipment to be equipped for each user and for the Security and Order Protection Team for common use, based on the proposal of the commune-level public security.

2. What are the regulations on the provision, management, and use of combating tools for the forces participating in protecting security and order at the grassroots level in Vietnam?

According to Article 21 of the Law on Forces Participating in the Protection of Security and Order at the Grassroots Level 2023, the provision, management, and use of combating tools for the forces involved in protecting security and order at the grassroots level in Vietnam are regulated as follows:

- The forces participating in protecting security and order at the grassroots level are provided with support tools to perform their tasks of protecting security and order at the grassroots level.

- The management and use of support tools by the forces participating in protecting security and order at the grassroots level are carried out in accordance with the provisions of the law on the management and use of weapons, explosives, and combating tools.
