Recently, the Ministry of Industry and Trade issued Circular 23/2017/TT-BCT stipulating the content and procedures for implementing electricity demand response programs.
According to Circular 23, the implementation of electrical load research must comply with the Regulations on the content, methods, and procedures for electrical load research, including the following contents:
- Develop electrical load charts for each electrical load component, electrical load group, and sub-group of electrical loads;- Analyze the electrical load charts of each electrical load component, electrical load group, and sub-group of electrical loads and evaluate the following contents:- Evaluate the contribution proportion of each electrical load component, electrical load group, and sub-group of electrical loads during the peak time of the power system. Identify the electrical load components, electrical load groups, and sub-groups of electrical loads that have significant contributions to the maximum capacity during the peak time of the power system;- Evaluate the trend of changes in the electrical load charts of the electrical load components, electrical load groups, and sub-groups of electrical loads that have significant contribution proportions during the peak time of the power system;- Evaluate the growth rate of the electrical load components, electrical load groups, and sub-groups of electrical loads.
