What Constitutes a Complex Case in Resolving Complaints?

This is a notable provision stipulated in Decree 31/2019/ND-CP detailing a number of articles and measures for the implementation of the Law on Denunciations.

According to Decree 31/2019/ND-CP, a complicated case in resolving denunciations is one that meets one of the following criteria:

- Denunciation about one matter but requires verification from 02 or more locations;- Denunciation includes 02 or more matters that need verification;- Multiple people denounce the same matter or the content of the denunciation relates to the rights and interests of many people;- Denunciation involves foreign elements: the denouncer is abroad or is a foreigner; the alleged act occurred abroad; the contents of the denunciation must be verified abroad;- The content of the denunciation is related to the management responsibility of many agencies and organizations;- The involved agencies and organizations have differing opinions during the process of resolving the denunciation;- There are conflicting documents and evidence that require time for inspection, verification, evaluation, or the consultation of expert agencies.

Note: Cases with 02 or more criteria are considered particularly complicated cases.
