On January 22, 2020, the Minister of Industry and Trade promulgated Circular 04/2020/TT-BCT stipulating the auction of import tariff quotas for used cars in accordance with the CPTPP Agreement.

Circular 04/2020/TT-BCT stipulates the annual import tariff quotas for used cars in Appendix I issued with this Circular to be allocated based on auction results. Used cars imported under the tariff quotas are those that have been registered for circulation in the exporting country before arriving at Vietnamese borders according to regulations and meet the following conditions:
- Used cars imported under the tariff quotas must comply with the rules of origin of goods in the CPTPP Agreement and must have a Certificate of Origin when carrying out import procedures.
- Used cars imported under the tariff quotas must satisfy the current legal regulations on technical standards, safety quality, and environmental protection for automobiles, as well as the regulations on automobile import border checkpoints.
- Used cars imported under the tariff quotas stipulated in Article 3 of this Circular must comply with the current legal regulations on technical standards, safety quality, and environmental protection for automobiles, as well as the regulations on automobile import border checkpoints.
This Circular stipulates that within 14 (fourteen) days from the date of the auction results by the Auction Council, the Ministry of Industry and Trade will issue a document notifying the allocation of the import tariff quota for used cars to the successful bidders.
