What competency standards must senior engineers in the S&T field meet?

Recently, the Ministry of Science and Technology issued Circular 01/2020/TT-BKHCN, amending and supplementing several articles of Inter-ministerial Circular 24/2014/TTLT-BKHCN-BNV dated October 1, 2014, by the Minister of Science and Technology and the Minister of Home Affairs, stipulating the codes and standards of professional titles for public employees specializing in science and technology.

Senior Engineer (Grade I) - Code: V.05.02.05 specializing in science and technology must fully meet the competency standards and professional qualifications stipulated in Clause 6, Article 1 of Circular 01/2020/TT-BKHCN and Clause 3, Article 8 of Joint Circular 24/2014/TTLT-BKHCN-BNV. To be specific, they must:

- Master the guidelines, strategies, and policies for socio-economic development of the Communist Party and the State, the general strategic orientation for science and technology development, specific directions and tasks for the development of science and technology in their field; understand the production conditions, general technological levels, and the production conditions and technological levels of their industry; firmly grasp and promptly update achievements and trends in science and technology development, significant scientific and technological advances both domestically and internationally;

- Have in-depth knowledge in their specialized technical field and basic knowledge of some related technical fields; possess comprehensive understanding and experience in the development, application, and deployment of technology within the scope of the economic-technical field they are responsible for;

- Possess the ability to think independently and creatively, and employ methods to address complex economic-technical issues related to their specialty. They should be capable of bringing together competent individuals in science and technology, organizing and directing tasks, and summarizing practical experiences; able to connect organizations and individuals in science and technology with businesses.

- Have the capacity to lead and participate in performing national-level science and technology tasks or projects, schemes, designs at Grade I within their technical specialty, and lead and organize the implementation of science and technology tasks or projects, schemes, designs at various levels within their technical specialty. They must have participated in at least one national-level science and technology task (or chaired at least one ministry or provincial-level task) that was successfully accepted, and chaired at least two institution-level science and technology tasks that were successfully accepted; or be the author of at least one exclusive patent and one utility solution patent, both applied in practice; or managed, presided over, and chaired at least one Grade I project, scheme, design within their technical specialty, and managed, presided over, and chaired at least two Grade II projects, schemes, designs within their technical specialty that were completed and effectively put into use; or be the main designer for at least one Grade I project, scheme, and be the main designer for at least two Grade II projects, schemes approved by competent authorities.

- Civil servants taking the exam for the promotion to Senior Engineer (Grade I) must, during their tenure as Principal Engineer (Grade II) or equivalent, have achieved results in professional activities as specified in point d, Clause 3 of this Article or must have at least 4 converted points from professional activity results, of which at least 2 points are converted from leading or participating in ministry, state-level science and technology tasks or managing and leading projects, schemes from Grade II within their technical specialty, or being the author of scientific articles, patents awarded exclusive rights, utility solutions awarded exclusive rights and applied in practice, and at least 1 point converted within the last two years up to the deadline for submitting the promotion exam application for Senior Engineer (Grade I);

- Have experience in applied research, technology development, and organizing the implementation of projects, schemes within their technical specialty. Civil servants promoted from Principal Engineer (Grade II) to Senior Engineer (Grade I) must have held the title of Principal Engineer (Grade II) or equivalent for at least 6 years, of which the most recent holding period must be at least 2 years.
