What are the Standards for Specialized Inspectors in Information and Communications?

This is one of the contents stipulated in Decree 140/2013/ND-CP issued by the Government of Vietnam regarding the organization and operation of the Information and Communications Inspectorate.

Standards for Sectoral Inspection Civil Servants in Information and Communications, Decree 140/2013/ND-CP

A sectoral inspection civil servant is an official within the payroll of the Department, assigned to perform the function of sectoral inspection and authorized by the Director to carry out sectoral inspection tasks within the scope of the Department's state management.

Article 17 of Decree 140/2013/ND-CP stipulates that sectoral inspection civil servants must meet the conditions and standards prescribed in Article 12 of Decree 07/2012/ND-CP, and the specific regulations of the Minister of Information and Communications.

Regarding duties and powers: Sectoral inspection civil servants must comply with the provisions in Article 54 of the Law on Inspection, Article 31 of Decree 07/2012/ND-CP, and the relevant legal documents.

Regarding uniforms and cards for sectoral inspection civil servants: Regulated by the Minister of Information and Communications.

Additionally, Decree 140/2013/ND-CP also provides regulations on Information and Communications Inspectors as follows:

- Information and Communications Inspectors (hereinafter referred to as Inspectors) are officials from the Ministry of Information and Communications Inspectorate, the Department of Information and Communications Inspectorate, appointed to the inspector rank to perform administrative and sectoral inspection tasks in the field of information and communications and other duties assigned by the Chief Inspector of the Ministry and Chief Inspector of the Department.

- Information and Communications Inspectors must meet the standards prescribed in Clause 1 Article 32 of the Law on Inspection, Articles 6, 7, and 8 of Decree 97/2011/ND-CP dated October 21, 2011, of the Government of Vietnam on inspectors and inspector collaborators, and sector-specific standards as prescribed by the Minister of Information and Communications.

- Information and Communications Inspectors have duties and powers according to the provisions of the inspection laws, information, and communications laws, and related international treaties; to enforce the cessation of administrative violations through professional measures as prescribed by law.
