Circular 47/2014/TT-BNNPTNT was approved by the Ministry of Agriculture and Rural Development of Vietnam on December 11, 2014, to promulgate the National Technical Regulation on conditions for planting and tending basic construction rubber in the Northern mountainous region (abbreviated as QCVN 01-149:2014/BNNPTNT).
The planting and tending of new rubber plantation according to the basic design must follow these standards:
Seedlings | - Standard for bare root seedlings: Seedlings must have a basal diameter meeting the standard (from 15 mm to 20 mm). In case of seedlings transferred from another location, they must be preserved for no longer than 7 days from the time of extraction; - Standard for polybagged seedlings with leaves: Grafted shoots must have at least two stable and healthy leaf sets; the soil polybag must not be broken; the plants must have firm roots, without tap roots protruding through the polybag. |
Planting Season | - Planting bare root seedlings from May 1 to July 30 when the weather conditions are favorable and the soil has sufficient moisture; - Planting polybagged seedlings with leaves from April 15 to August 31 when the weather conditions are favorable and the soil has sufficient moisture. |
Planting Density and Spacing | - Planting density ranging from 500 to 570 trees/ha, depending on the slope; - On sloping land, arrange trees along contour lines with row spacing varying from 2 m to 3 m; spacing between rows from 7 m to 9 m, achieving a density from 500 to 570 trees/ha. |
Planting Hole Size | - The hole should be 60 cm long, 50 cm wide, and 60 cm deep, with the bottom of the hole being 50 cm x 50 cm wide; - The center of the hole should be at least 1.0 m from the outer edge of the contour line. |
Intercropping | - Intercrop leguminous plants, rice, vegetables, pineapples, and forage grasses (excluding cassava) from the first to the fourth year. Apply minimal soil tillage methods in the rubber plantation when the average slope is over 10° during intercropping; - Do not intercrop on rubber plantations with an average slope over 15°; - Intercropped plants should be at least 1.5 m away from either side of rubber rows (leguminous plants should be 1 m away from rubber rows). |
Cover Crops | - Leguminous cover crops: mucuna (Mucuna bracteata, M. cochinchinensis, M. pruriens), kudzu (Pueraria phaseoloides, P. triloba), calapo (Calopogonium mucunoides), butterfly pea (Centrosema pubescens)...; - Cover crop planting time: starting from the first year in the rubber plantation according to the basic design; - Planting density: Plants should be 1 m to 1.5 m away from rubber rows; - On sloping land between rubber rows, if not intercropping or planting cover crops, limit tilling and maintain natural vegetation cover (except for cogongrass, bamboo family plants). |
Cold Protection | - Do not use fertilizers that stimulate shoot or leaf growth, and avoid shoot pruning during winter; - Mulch around the base of the plants before winter, possibly using agricultural films to cover the planting holes and adding a 5 cm thick layer of soil above; - In case of frost damage: Cut 20 cm to 30 cm below the frost-damaged area, remove the affected bark, and apply vaseline. |
Fire Prevention | At the beginning of the dry season each year, implement fire prevention measures for the rubber plot: - Clear grass, sweep and clean dry branches and leaves around the rubber rows for 1.5 m on both sides. - Create a firebreak isolating the rubber plot from the outside, 10 m wide. |
Pest Control | - Use pesticides from the List of Pesticides Permitted for Production and Trading. - Apply pesticides according to the "Four Rights" principles, ensuring safety measures for pesticide users. |
Fertilization and Care | Follow a suitable fertilization and care process for the rubber plantation according to the basic design. |
