What are the procedures for sending individuals to study abroad?

Circular 06 stipulates that candidates who have been selected for overseas study must complete the procedures for being sent abroad after receiving the official training acceptance letter from the foreign educational institution. In addition to the application dossier already submitted, the dossier for studying abroad needs to supplement the documents prescribed by law.

At the same time, Circular 06 also stipulates the process for handling the dossiers for overseas study as follows:

- For candidates currently working at an agency, unit, or locality who are selected to study under the State budget scholarships or Agreement scholarships, the Ministry of Education and Training issues a summons to study abroad and decides to send them to study once there is a letter from their working agency consenting to send the candidate abroad;- For candidates currently working at an agency, unit, or locality who are selected to study under other scholarships, the Ministry of Education and Training sends a notification of the successful result to the candidate and their working agency to facilitate the procedures for studying abroad;- For candidates who do not have a working agency, the Ministry of Education and Training issues a decision to send them to study abroad.

The time limit for resolving the procedures for sending individuals abroad to study, as stipulated in Circular 06, is a maximum of 30 working days from the date of receiving the scholarship award result from the foreign side (if any) and the receipt of a complete and valid dossier. The time for revising and completing the dossier is not included in this resolution period.
