Recently, the Ministry of Public Security issued Circular 64/2020/TT-BCA, which outlines the procedures for investigating and handling inland waterway traffic accidents by the Traffic Police force in Vietnam.
What are regulations on the Contents of the accident scene investigation report of waterway traffic accidents in Vietnam? (Internet image)
Circular 64/2020/TT-BCA stipulates that the content of the inspection report must record the start and end time of the inspection, location, participants; the condition of the scene before the inspection, weather conditions, lighting conditions during the inspection, and the specific inspection process in Vietnam as follows:
- General description of the scene such as: Accident location (in the channel or out of the channel, traffic channel management unit) on rivers, canals, streams, lagoons, lakes, bays (straight, curved, winding, intersections), whether the view was obstructed or not; flow direction, flow velocity, tide, wind direction, depth; channel width, accident location identified by coordinates according to the national standard system (shown on geographical maps); directions of vehicles before, during, and after the accident; the collision location, the sinking position of the vehicle, the position of related objects, and the distance to standard points; the waterway signaling system (onshore and on the water);
- Record the numbering of the positions of victims, exhibits, vehicles, and traces;- Record the determination of standard points onshore and underwater (reference points), the direction of on-site inspection;
- Describe the position and characteristics of victims, traces, vehicles, and exhibits at the scene;
- Specify the quantity of exhibits, vehicles, and traces discovered, collected, and preserved, and comparison samples;
- Record the process of on-site inspection: Use of equipment and technical tools issued to the Traffic Police force.
