November 9, 1946 marks a significant milestone in the legislative history of Vietnam - it is also the day when the National Assembly of our country promulgated the 1946 Constitution, the first fundamental law of the Democratic Republic of Vietnam.
Originating from President Ho Chi Minh's ideology of valuing the use of law as a tool for managing the State and society, contributing to bringing the country into order and discipline, November 9 is chosen as the Law Day of the Socialist Republic of Vietnam (or Vietnam Law Day), 66 years from the date.
According to Official Dispatch 2496/BTP-PBGDPL guiding the response to Law Day 2016, and Decision 1583/QD-BTP on the Plan to respond to the Vietnam Law Day 2016, the Ministry of Justice requests ministries, sectors, and localities to respond to Law Day through specific, regular actions and deeds aimed at creating a fundamental, comprehensive, and sustainable transformation in self-discipline in adhering to and complying with the Constitution and laws; associating with the tasks of building, enforcing, and protecting the law, promoting democracy, building a socialist rule of law state, and completing a socialist-oriented market economy institution.
Also in Official Dispatch 2496, the plan to organize activities in response to Law Day is implemented over a period of 2 months, from October 1 to November 30, 2016; with a peak week from November 7 to November 12, 2016, in forms such as:
- Organizing a ceremony to respond to Law Day;- Honoring, rewarding exemplary collectives and individuals with many achievements, good deeds, and highlights in building, enforcing, and protecting the law, popularizing, and educating the law;- Organizing a peak campaign to disseminate laws directly related to the organization and operation of agencies, organizations; basic rights and obligations of citizens. Key focus such as: Civil Code, from October 1, 2016 to November 30, 2016;- Organizing the third National Excellent Mediator Contest.
Currently, the Ministry of Justice's electronic information portal provides several slogans for propagating and disseminating about Law Day as follows:
On November 7, under the chairmanship of Deputy Minister Phan Chi Hieu, the Ministry of Justice held a workshop on solutions to enhance the effectiveness of responding and implementing the annual Law Day (November 9). At the workshop, alongside pointing out some existing issues and limitations in organizing the Vietnam Law Day, the delegates also proposed many remedial solutions and other ideas, contributing to better fulfilling the goals, spirit, and meaning of the Vietnam Law Day, notably suggesting the establishment of a bank of ideas to help ministries, central authorities, and local authorities choose suitable activities for Law Day fitting their units.
Each of us, through our positive actions and deeds, should consciously adhere to and strictly comply with the provisions of the law and the Constitution. This action is the most meaningful contribution to building, enforcing, and protecting the Constitution and the law of our country.
