The operational area of ships in the Gulf of Tonkin is stipulated in Circular 06/2015/TT-BGTVT issued by the Ministry of Transport of Vietnam on April 02, 2015.

According to the regulations in Circular 06/2015/TT-BGTVT, the operating zones for ships within the Gulf of Tonkin must ensure:
The operating zone of ships must comply with the regulations of the National Technical Regulations on the Classification and Construction of Steel Hull Ships.
Ships classified under Limited II are allowed to operate more than 50 nautical miles away from the shore or place of refuge, provided that the weather conditions ensure the significant wave height (Hs) does not exceed 4.0 meters and the wind does not exceed Beaufort scale 6.
Ships classified under Limited III are allowed to operate more than 20 nautical miles away from the shore or place of refuge, provided that the weather conditions ensure the significant wave height (Hs) does not exceed 2.5 meters and the wind does not exceed Beaufort scale 5, and must satisfy the regulations in Clause 2, Article 6 of Circular 06/2015/TT-BGTVT.
