Responsibilities of organizations and individuals in managing the urban underground construction database are clearly stipulated in Circular 11/2010/TT-BXD providing guidance on the management of the urban underground construction database issued by the Ministry of Construction of Vietnam.

Article 3 of Circular 11/2010/TT-BXD stipulates the responsibilities of organizations and individuals in managing the urban underground construction database in Vietnam as follows:
1. Responsibilities of the Provincial People's Committee:
- Direct the organization of record storage; build the underground construction database in the urban areas under their management;
- Issue regulations on management, decentralization of database management, and provision of data on urban underground construction;
- Assign and delegate responsibilities to the People's Committees of cities and district-level towns within the province; the Department of Construction and other specialized agencies to implement the construction, management of the database, and provision of data on underground constructions in urban areas within the province;
- Allocate funds for the collection, investigation, survey, review, supplementation, updating, and management of the urban underground construction database, with the funds sourced from the provincial state budget.
2. Responsibilities of the People's Committee of cities/towns within the province:
- Develop annual plans for the collection, investigation, and survey of data on underground constructions, based on the decentralization in the areas under their management, to build the database and submit it to the Provincial People's Committee for approval and implementation, while reviewing and periodically updating the data;
- Manage the urban underground construction database according to the decentralization of the Provincial People's Committee; provide data on underground constructions to organizations or individuals in need as per legal regulations;
- Guide and inspect the implementation of regulations on managing the underground construction database according to the decentralization;
- Organize the storage of the urban underground construction database files according to the decentralization and legal regulations on archiving;
- Report the status of the establishment and management of the underground construction database to the Department of Construction periodically.
3. Responsibilities of the Department of Construction:
- Advise the Provincial People's Committee in performing the state management function on the underground construction database in urban areas within the province;
- Draft guidelines on managing, decentralizing database management, and providing data on underground constructions for submission to the Provincial People's Committee for approval;
- Develop and consolidate annual plans for the collection, investigation, and survey of data on underground constructions (including ongoing construction projects lasting over three years) in urban areas within the province to build the underground construction database for submission to the Provincial People's Committee for approval and implementation, while periodically reviewing and updating the data;
- Manage the database and provide data on underground constructions according to the decentralization of the Provincial People's Committee and legal regulations;
- Guide and inspect the implementation of regulations on managing and decentralizing the underground construction database;
- Organize the storage of urban underground construction database files according to the decentralization and legal regulations on archiving;
- Consolidate and report the status of the establishment and management of the underground construction database in urban areas within the province to the Ministry of Construction periodically.
4. Responsibilities of the Departments of Planning - Architecture of Hanoi and Ho Chi Minh City:
- Store the records and documents related to urban planning under their management as per regulations;
- Send one urban planning project dossier (comprehensive explanation, drawings, digitized data) to the Department of Construction within 60 days from the date the urban planning project is approved by the competent authority;
- Provide one dossier of urban planning projects (comprehensive explanation, drawings, digitized data) approved before the effective date of this Circular to the Department of Construction within the time limit as planned by the Department of Construction.
5. Responsibilities of the owner (or owner's representative) of underground constructions:
- Store the dossiers and documents of their owned underground constructions as per regulations;
- Provide one set of data on the underground constructions they own to the agency managing the underground construction database according to the decentralization of the Provincial People's Committee within 90 days from the date the work is put into use.
For underground constructions completed before the effective date of this Circular, the owner is responsible for providing the data to the management agency of the underground construction database according to the decentralization of the Provincial People's Committee within the time limit as stipulated by the agency managing the underground construction database;
- Be legally responsible for the authenticity of the data they provide.
