Vietnam: What are the regulations on electricity load reduction within the province?

Recently, the Ministry of Industry and Trade of Vietnam issued Circular 34/2011/TT-BCT stipulating the formulation and implementation of the electricity supply plan when the national power system lacks electricity sources.

According to Article 16 of Circular 34/2011/TT-BCT, the preparation and implementation of the plan for electricity load reduction within the province in Vietnam is regulated as follows:

  1. In case of a shortage in the national power system, before 9:00 AM on Friday of week W, based on the electricity allocation plan approved by Vietnam Electricity (EVN), the Northern, Central, and Southern Electricity Corporations are responsible for completing the electricity allocation for week W+2 and updating and adjusting the electricity allocation for week W+1 for provincial power companies under their jurisdiction according to the method specified in Article 8 of this Circular. They must also report to Vietnam Electricity for monitoring and supervision.

  2. Before 4:00 PM on Friday of week W, Hanoi Electricity Corporation, Ho Chi Minh City Electricity Corporation, and provincial power companies are responsible for completing the plan for electricity load reduction within the province for week W+2 and updating and adjusting the load reduction plan for week W+1 according to the principles specified in Article 9 of this Circular. They must report to the Department of Industry and Trade for monitoring and supervision.

  3. The procedures and processes for electricity load reduction shall follow Decision No. 39/2005/QD-BCN and Circular No. 09/2010/TT-BCT.

  4. In cases where the actual electricity capacity of the Electricity Corporations and provincial power companies exceeds the allocated capacity according to the plan, the National Load Dispatch Center and regional load dispatch units are authorized to implement emergency load-shedding measures to ensure the security of the power system.
