The name of the Law on Citizen Identification Card will be changed to the Law on Identity, which is the content of Resolution 46/NQ-CP dated March 31, 2023.

The Government issued Resolution 46/NQ-CP dated March 31, 2023 at a thematic meeting on lawmaking in March 2023.
Regarding the Citizen Identification Law project (amended), the Government assigned the Ministry of Public Security to preside over and coordinate with relevant ministries and agencies to urgently complete the Law project documents as follows:
- Regarding the name of the Law: Agree to change the name of the Law on Citizen Identification to the Law on Identification.
- Regarding collecting, updating, connecting, sharing, exploiting, and using information in the Identification Database (Article 17 of the draft law): Agreed to assign the Government to detail this content.
- Regarding issuance of citizen identification cards for people under 14 years old (Article 20 of the draft law); information integration (Article 23 of the draft law); transitional regulations (Article 46 of the draft law);... it is necessary to continue to assess the impact, review, and research carefully to ensure feasibility and avoid conflicts with relevant laws.
Regulations in the law with contents that are highly stable and consistent; for new and fluctuating contents, the Government will be assigned to regulate to ensure flexibility in administration and timely adjustment to suit reality.
Continue to review relevant international treaties to have regulations suitable to Vietnam's characteristics and conditions and the development of technology on the principle of maximum convenience for the people when using identification in transactions; ensure private life and personal secrets according to the provisions of the Constitution.
At the same time, the Ministry of Public Security presides and coordinates with the Ministry of Justice, the Government Office and relevant agencies to conduct research, understand the opinions of Government Members, appraisal opinions of the Ministry of Justice, opinions of the Government Office, complete the Law project dossier according to regulations.
Assign the Minister of Public Security, authorized by the Prime Minister, on behalf of the Government to sign and submit to the National Assembly and the National Assembly Standing Committee the Identity Law project.
The Government basically agrees with the content of the project Law on Credit Institutions (amended); the State Bank of Vietnam was assigned to preside over and coordinate with the Ministry of Justice, the Ministry of Public Security, the Government Office, and relevant ministries and agencies to research and complete the Law project, ensuring the following requirements:
- The development of this Law project must fully institutionalize the Party's policies and guidelines on institutional improvement in the banking sector and the requirements, orientations, and directions of the National Assembly, the Government and the Prime Minister in the above documents.
- Research, understand, and fully explain the opinions of Government Members, relevant agencies, organizations, and individuals.
- Putting the common interests of the country as the goal of developing this Law project; the provisions of the Law must overcome obstacles in the process of implementing the current Law on Credit Institutions, contributing to unlocking financial sources for socio-economic development, handling cross-ownership issues, and contributing to preventing and combating corrupt and negative acts in the banking sector.
- Strengthen state management in the banking sector; enhance the role of the State Bank of Vietnam and the Governor of the State Bank of Vietnam in the organization and operations of credit institutions; Strengthen inspection, supervision, detection, and timely handling of negative issues and violations of the law in the banking sector.
- Continue to complete the Summary Report on the implementation of Resolution 42/2017/QH14 of the National Assembly on the pilot handling of bad debts by credit institutions, clearly identifying difficulties, inadequacies, and causes to propose effective and efficient solutions to overcome those difficulties and inadequacies.
- Develop regulations on payment priority and seizure of collateral in accordance with the Constitution, laws, and operational practices of credit institutions;
Clearly stipulate the authority of the Governor of the State Bank of Vietnam in deciding on special loans, not stipulating that the Government or the Prime Minister decide on this content to comply with the spirit of strengthening the role and responsibilities of Government Members in Resolution 27-NQ/TW dated November 9, 2022;
Complete regulations related to the organization, administration, and operation of credit institutions to further improve the management and operating capacity of credit institutions, preventing cross-ownership, manipulation, and dominance.
- Research and complete regulations on inspection and supervision of the State Bank of Vietnam and the Government Inspectorate in the banking sector, ensuring feasibility, synchronization, and unity of the legal system.
- Continue to collect opinions from experts, scientists, relevant organizations, and individuals to complete this Law project according to regulations.
Assign the Governor of the State Bank of Vietnam, authorized by the Prime Minister, on behalf of the Government to sign and submit to the National Assembly and the National Assembly Standing Committee the project Law on Credit Institutions (amended).
