Vietnam: Responsibilities of the individual in charge of healthcare on the ships

The Ministry of Health (Hanoi, Vietnam) has issued Circular 32/2017/TT-BYT regulating medicine cabinets, medical equipment, medical instruction documents on Vietnamese ships, and medical report forms.

The person in charge, guiding the use, and preservation of medicine, medical devices on the ship in Vietnam has the following responsibilities:

- The person in charge of the medicine cabinet and medical care on the ship at Point a Clause 2 Article 2 of Circular 32 must be a doctor with a practicing certificate in examination and treatment. The person in charge of the medicine cabinet and medical care on the ship at points b, c, d, and dd Clause 2 Article 2 of this Circular 32 must at least be a crew member with a certificate in medical care, first aid according to the regulations of the International Convention.

- The person in charge of the medicine cabinet and medical care on the ship is responsible for the preservation and distribution of medicine and medical equipment.

- Before using medicine, medical equipment, the person in charge of the medicine cabinet and medical care on the ship must inquire about the crew member's history of drug allergies.

- Medicine, medical equipment on the ship must be stored in a closed cabinet, fixed in a hygienic, easily visible place on the ship, and at a temperature and humidity suitable for the storage conditions stated on the labels of the medicine and medical equipment.
