On December 28, 2018, the Ministry of Labor, War Invalids, and Social Affairs of Vietnam issued Circular 47/2018/TT-BLDTBXH on the minimum knowledge volume and required competencies for graduates from intermediate (Level 4 of VQF) and college (Level 5 of VQF) levels in mechanical engineering sectors.

According to the regulation on the minimum knowledge volume and required competencies for graduates from intermediate and college levels in Garment equipment repair issued together with Circular 47/2018/TT-BLDTBXH, the required level of autonomy for graduates of Garment equipment repair, Level 4 of VQF in Vietnam is specified as follows:
- Comply with the laws and regulations of the enterprise;
- Actively learn and be aware of striving for advancement in the profession;
- Be aware of the importance of maintaining and repairing equipment for productivity and product quality in the sewing enterprise;
- Strictly adhere to the technical procedure of maintaining and repairing single-needle sewing machines, double-needle sewing machines, buttonhole machines, button-attaching machines, and overlock machines to ensure the safety of people and equipment during the work process;
- Comply with the procedure for organizing the business process of garment equipment and transferring technology to the sewing factory;
- Be careful, scientific, and flexible in the process of checking, maintaining, repairing, and replacing;
- Take personal responsibility and be supervised by superiors for work results in the process of checking, maintaining, repairing, and replacing parts and assemblies in sewing equipment according to technical requirements and ensuring safety;
- Work independently or as part of a team in a fluctuating environment; evaluate the job performance of individuals; supervise the repair process of assigned members; partially take responsibility for the teamwork results.
