Vietnam: Procedures for review, retention, publication, and cancellation of valuer exam results

Recently, the Ministry of Finance of Vietnam issued Circular 46/2014/TT-BTC on regulations regarding the examination, management, issuance, and revocation of valuer cards in Vietnam.

Circular 46/2014/TT-BTC stipulates the procedures for the review, retention, publication, and cancellation of valuer exam results in Vietnam as follows:

1. Qualified papers

- A paper is deemed to be qualified if the exam score is 5 (five) or more on a scale of 10 (ten), or 50 (fifty) or more on a scale of 100 (one hundred);

- Candidates who achieve the required scores in all 6 papers, as stipulated in Clause 1 of this Article, are eligible to be issued the valuer card by the Ministry of Finance of Vietnam.

2. Retention and cancellation of exam results

- Retention of exam results: The scores of qualified papers may be retained for 2 (two) consecutive exams starting from the first exam. During the retention period, candidates may retake the papers for which they did not achieve the required scores as stipulated in Clause 1 Article 19, or continue taking the papers that have not been attempted as per the provisions of this Circular;

- Cancellation of exam results: After 2 (two) consecutive exams starting from the first exam, if candidates have scores for any of the 6 papers that do not meet the requirements as stipulated in Clause 1 Article 19 of this Circular, their entire exam results will be canceled. Candidates whose results have been canceled must submit a new registration dossier in accordance with Clause 1 Article 5 of this Circular if they wish to retake the exams.

3. Approval and Publication of Exam Results

- The Examination Council consolidates the results of each paper based on the grading results and aggregates the results of the re-evaluation (if any) for each candidate to submit to the Minister of Finance for approval for each exam;

- Notification of exam results will be conducted in accordance with Clause 3 Article 7 of this Circular. If necessary, the Chairman of the Examination Council may announce the exam results on the web portal of the Ministry of Finance.

4. Certification of exam scores

Based on the exam results approved by the Ministry of Finance, the Chairman of the Examination Council will issue a Certification of exam scores to each candidate in accordance with Appendix 04a and Appendix 04b issued with this Circular. The Certification of exam scores serves as a basis for:

- Candidates to compile a registration dossier to retake the papers that have not been attempted and to retake the papers that did not meet the requirement;

- The Examination Council to consider candidates eligible to retake the exams, take the papers that have not been attempted, retain or cancel the exam results;

- The Examination Council shall submit to the Minister of Finance to issue the valuer card to the candidates who meet the criteria for issuing the Card as prescribed.
