What are the preferential policies for strong scientific and technological research groups in universities in Vietnam?

On December 30, 2022, the Government of Vietnam issued Decree 109/2022/ND-CP stipulating scientific and technological activities in higher education institutions.

In particular, preferential policies for strong research groups in higher education institutions in science and technology activities are as follows:

1. Preferential policy from the state with strong research teams in Vietnam

According to Clause 1 of Article 10 of Decree 109/2022/ND-CP, strong research groups in higher education institutions are entitled to incentives from the state as follows:

- To receive priority consideration for ordering the implementation of national-level scientific and technological tasks;

- To receive priority in the proposal of allocating investment capital for investment projects to develop facilities and laboratories for scientific research and technology transfer activities in accordance with public investment regulations;

- To receive priority in appointing members to participate in post-doctoral research programs to perform research tasks at domestic and foreign training and research institutions; be sent to practice and work for a definite term to perform research tasks at overseas science and technology organizations under programs and projects approved by competent state agencies;

- To receive financial support to publish research results in prestigious international scientific journals, register for protection of intellectual property rights for inventions or utility solutions or plant varieties domestic and foreign; publish scientific works of high scientific and practical value under programs or projects approved by competent State agencies;

- To receive financial assistance for attending specialized scientific conferences and seminars at home and abroad, in accordance with programs and projects approved by competent state agencies;

- To be regarded as encouraging the use of national key laboratories and other laboratories for scientific and technological purposes;

- To be facilitated by public libraries and scientific and technological information organizations to access information and databases on science and technology to perform research tasks.

Supported and sponsored contents at Points c, d, and dd, Clause 1, Article 10 of Decree 109/2022/ND-CP, must not overlap with other support and sponsored contents from the state budget.

2. Priority policy from higher education institutions with a strong research team in Vietnam

Strong research groups in higher education institutions are entitled to incentives from higher education institutions according to the provisions of Clause 2 and Article 10 of Decree 109/2022/ND-CP as follows:

- To be provided with regular operating funds in order to set up working rooms and office facilities for strong research groups in higher education institutions;

- To be supported in finding investment sources outside the state budget to build facilities and laboratories; assigned to directly manage and use facilities and laboratories from the sources of investment found for research activities;

- To receive financial support according to the higher education institution's ability to complete the approved research tasks;

- To receive50% reduction in annual standard teaching hours for team leaders and key members who are permanent lecturers of organizations leading strong research groups in higher education institutions.

Decree 109/2022/ND-CP takes effect on March 1, 2022, and replaces Decree 99/2014/ND-CP.
