On May 28, 2024, the Ministry of Culture, Sports, and Tourism of Vietnam issued Guidance 2229/HD-BVHTTDL, providing instructions for localities to implement the organization of Sport and Physical Training Grand Festival at all levels leading up to the 10th All-nation Sport and Physical Training Grand Festival in 2026.

According to Guidance 2229/HD-BVHTTDL dated May 28, 2024, the main task of organizing the Sport and Physical Training Grand Festival at all levels leading up to the 10th All-nation Sport and Physical Training Grand Festival in 2026 is as follows:

* Directing the organization of the Sport and Physical Training Grand Festival at all levels:

The People's Committees of provinces and centrally-run cities establish Steering Committees and Organizing Committees for the Sport and Physical Training Grand Festival at the provincial/city level; issue Plans and Guidelines for organizing the Sport and Physical Training Grand Festival at the local level.

To have a basis for learning from the process of directing and guiding the organization of the Sport and Physical Training Grand Festival at all levels, each province and centrally-run city should select 01 to 02 units to organize district-level and commune-level Grand Festivales.

* Organizing the Opening and Closing Ceremonies of the Sport and Physical Training Grand Festival at all levels:

- Decoration of the Opening Ceremony: Ensuring solemnity; around the area where the Opening Ceremony is held, slogans and propaganda images related to sports and gymnastics activities, as well as achievements in the local economic, cultural, and social fields, should be displayed.

- The main content of the Opening Ceremony includes:

+ Flag-raising and national anthem;

+ Declaration of reasons and introduction of delegates;

+ Lighting the traditional torch;

+ Opening speech of the Grand Festival;

+ Oath of the athletes;

+ Oath of the referees;

+ Presenting commemorative flags to participating units.

+ The organization of parades, demonstrations of forces, performing arts, and synchronized sports activities will be decided by the local organizing committees.

+ Closing Ceremony:

It includes the overall assessment of the Grand Festival, commendation for delegations, athletes, coaches, teams, and individuals who have achieved outstanding results in the work of directing and organizing the Sport and Physical Training Grand Festival at all levels.

* Organizing sports competitions:

The organization of sports competitions in the Sport and Physical Training Grand Festival at all levels must be suitable for the local conditions, prioritizing strong sports disciplines and traditional sports that are popular among the people and have training and competitive activities.

The management of sports competitions must comply with the Rules and Regulations of the competitions, with a spirit of unity, fairness, objectivity, and justice.

Based on the specific conditions of each locality, units can organize some sports disciplines before the Opening Ceremony, and after the Opening Ceremony, they can organize the remaining sports disciplines and the concluding and closing ceremonies of the Grand Festival.

* Preparation of facilities, venues, and budget:

Based on their specific conditions and capabilities, localities and units proactively renovate and upgrade facilities, equipment, and sports apparatus to serve the organization of sports competitions in Grand Festival, ensuring safety, efficiency, and cost-effectiveness.

The budget for the renovation, upgrade of facilities, and organization of the Sport and Physical Training Grand Festival at all levels will be allocated from the State budget and other legal sources, with increased efforts to mobilize social funding for the renovation, upgrade of facilities, and organization of the Grand Festival.

*Propaganda Work

Enhancing propaganda work to deeply transform the awareness of all levels, central authorities, and society as a whole regarding the benefits and effects of sports and gymnastics in improving health, physical fitness, contributing to the comprehensive development of individuals, and creating a joyful and uplifting atmosphere among the people. Emphasizing the responsibility, attention, and guidance of party committees, authorities at all levels, and society as a whole towards sports and gymnastics work, mobilizing active participation in physical training and sports, and effectively implementing the campaign "The entire population exercises to follow the example of President Ho Chi Minh" and the movement "The entire population unites to build a cultural life."

- Propagating and educating ethics, character, and lifestyle for athletes, promoting a cultural way of life and behavior, firmly eliminating negative behaviors in sports. Actively praising groups and individuals with outstanding achievements in sports and gymnastics activities at the grassroots level and in the organization of Sport and Physical Training Grand Festival at all levels.

- Some propaganda slogans for Sport and Physical Training Grand Festival at all levels: "The entire population exercises to follow the example of President Ho Chi Minh," "Stay healthy to build and protect the Fatherland," "Stay healthy to establish a career and defend the nation," "Sports - Unity - Honesty - Nobility - Progress," "Faster - Higher - Stronger," and slogans that fulfill the political tasks of localities and central authorities.

- Organizing regular broadcasts on the local radio, television, and broadcasting stations, disseminating news and propaganda songs about sports and gymnastics during the preparation and organization of Sport and Physical Training Grand Festival at all levels.

- Provinces and centrally-run cities can create and use symbols and logos related to the Sport and Physical Training Grand Festival at all levels of their localities.
