This is the main content stipulated in Circular 29/2020/TT-BTTTT on the guidance for appointment and salary grading for the professional titles of public employees working in the information technology sector, issued by the Ministry of Information and Communications of Vietnam on October 28, 2020.
Vietnam: Guidance on the salary grading for IT public employees after the probationary period (Illustrative image)
According to Circular 29/2020/TT-BTTTT, after completing the probationary period as prescribed and being appointed to the professional titles of IT public employees by the competent authority in Vietnam, the salary grading shall follow the appointed professional title as follows:
- In case the public employees, upon recruitment, have a doctoral degree appropriate to the job position, they will have salary graded at Step 3, salary coefficient of 3.00, payroll applicable to public employees category A1;
- In case the public employees, upon recruitment, have a master's degree appropriate to the job position, they will have salary graded at Step 2, salary coefficient of 2.67, payroll applicable to public employees category A1;
- In case the public employees, upon recruitment, have a bachelor's degree appropriate to the job position, they will have salary graded at Step 1, salary coefficient of 2.34, payroll applicable to public employees category A1;
- In the case of appointment to the professional title of grade IV system administrator (code V11.06.15) or grade IV software developer (code V11.08.22): public employees who have a college degree appropriate to the job position recruited will have salary graded at Step 2, salary coefficient of 2.06; public employees who have an intermediate degree appropriate to the job position recruited will have salary graded at Step 1, salary coefficient of 1.86, payroll applicable to public employees category B.
For public employees transitioning from other grades and professional titles to the professional title of IT public employees in Vietnam as stipulated in Circular 45/2017/TT-BTTTT and Circular 02/2018/TT-BNV, the transition is carried out according to the guidance in Clause 2, Section II of Circular 02/2007/TT-BNV.
