The President of Vietnam issued Desion No. 590/QD-CTN, which regulates gifts for individuals who have made contributions on the Day of Invalids and Martyrs in 2024.

On June 25, 2024, the President of Vietnam issued Decision 590/QD-CTN on giving gifts on the occasion of the 77th anniversary of Invalids and Martyrs Day (July 27, 1947 - July 27, 2024).

Gift levels for service members on Invalids and Martyrs Day 2024

Specifically, the gift levels for people who have contributed to the revolution on the occasion of the 77th anniversary of Invalids and Martyrs Day (July 27, 1947 - July 27, 2024), are as follows:

(1) A gift of 600,000 VND given to:

  • People who have contributed to the revolution:

    • Heroic Vietnamese mothers receiving monthly preferential allowances and individuals who have been awarded the title of Heroic Vietnamese Mother before July 28, 2024, but have not yet completed the procedures to receive monthly preferential allowances.

    • Invalids, individuals receiving policies equivalent to invalids, type B invalids, and diseased soldiers with a body injury rate of 81% or more, currently receiving monthly preferential allowances.

    • People who participated in the resistance and were affected by chemical toxins with a body injury rate of 81% or more, currently receiving monthly preferential allowances.

  • Relatives of martyrs currently receiving monthly foster care allowances; relatives of two or more martyrs currently receiving monthly death gratuity allowances.

(2) A gift of 300,000 VND given to:

  • People who have contributed to the revolution:

    • Invalids, individuals receiving policies equivalent to invalids, type B invalids, and diseased soldiers with a body injury rate of 80% or less, currently receiving monthly preferential allowances. Invalids currently receiving labor incapacitation allowances.

    • People who participated in the resistance and were affected by chemical toxins with a body injury rate of 80% or less, currently receiving monthly preferential allowances.

  • Representatives of martyrs' relatives.

  • Individuals worshipping martyrs (in cases where martyrs have no relatives).

Decision 590/QĐ-CTN takes effect from June 25, 2024.

Subjects eligible for the preferential regime for people with contributions to the revolution

According to Article 3 of the Ordinance on Preferential Treatment for People with Contributions to the Revolution 2020, the subjects eligible for preferential treatment for people with contributions to the revolution are stipulated as follows:

  • People with contributions to the revolution include:

    • People who participated in revolutionary activities before January 1, 1945;

    • People who participated in revolutionary activities from January 1, 1945, until the August 1945 uprising;

    • Martyrs;

    • Heroic Vietnamese mothers;

    • Heroes of the People's Armed Forces;

    • Labor Heroes during the Resistance;

    • Invalids, including type B invalids recognized before December 31, 1993, and individuals receiving policies equivalent to invalids;

    • Diseased soldiers;

    • People who participated in the resistance and were affected by chemical toxins;

    • People who engaged in revolutionary, resistance, national defense, and international duty activities who were imprisoned or exiled by the enemy;

    • People who participated in resistance wars to liberate the nation, defend the Fatherland, and perform international duties;

    • People who contributed to the revolution.

  • Relatives of people with contributions to the revolution include biological parents, spouses, children (biological children, adopted children), and individuals who nurtured martyrs.

Prohibited acts in the field of preferential treatment for people with contributions to the revolution

Prohibited acts in the field of preferential treatment for people with contributions to the revolution include:

  • Providing false declarations, forging documents to benefit from the preferential regime for people with contributions to the revolution and their relatives.

  • Taking advantage of positions and powers to violate regulations or cause harm to the interests of the State, the rights of people with contributions to the revolution, and the relatives of people with contributions to the revolution.

  • Violating principles in managing and using funds to ensure the implementation of policies, regimes, and preferential regimes for people with contributions to the revolution, their relatives, and the Gratitude Fund.

  • Exploiting the implementation of policies and preferential systems for people with contributions to the revolution and their relatives to violate the law.
